I can’t be optimistic that the whole network around Martin Bojanov – the notary will unravel,” Andrey Yankulov from the “Anti-Corruption Fund” told BNT today. Investigations by the organization first showed that parallel justice is operating in the country, and for a fee certain people can to steer judicial processes in one direction or another.There was no reaction from the Ministry of Internal Affairs and the Prosecutor’s Office until the murder of Bojanov on January 31, and since then the authorities have been active.
“I am not optimistic that anything more will be revealed because we do not have new institutions, with new people who could now deal institutionally with these circumstances that are now in the public focus. Given that the institutions are the same and built by the same people and acting in an unchanged manner, how can we expect a change in their behavior. What has changed in the equation to expect the result to be different in the end,” Yankulov pointed out.

However, he specified that the creation of the parliamentary commission to investigate all the facts and circumstances surrounding the activities of Martin Bojanov is a positive phenomenon. “Parliamentary control over the Ministry of Internal Affairs and the anti-corruption commission on the case is absolutely necessary. The prosecutor’s office, although it cannot be placed under direct parliamentary control, can also be asked to provide more information about what it has been working on over the years and, more importantly, what it will be done from now on. But we can’t count on the fact that because of the creation of this commission, things will start and everything will unravel,” Yankulov also said.
He emphasized that the very fact that for months there was no reaction to the revelations of the ACF is sufficiently indicative of the high level the Notary’s network has reached. “Apparently only a few prosecutors and judges from the specialized court and prosecutor’s office were not involved. There was no will to react because of the scale of the network,” said Yankulov.
According to him, apparently Martin Bojanov-Notary had serious connections and opportunities in all possible institutions where he could seek and achieve the results he needed. “The scale is very serious. I never had a doubt even when this video was published that it was a serious criminal organization and it literally reached, in my opinion, to the top of the magistracy for sure,” the expert pointed out.
On the occasion of the ordered inspection of the Sofia City Prosecutor’s Office by the acting chief prosecutor Borislav Sarafov, Yankulov pointed out that an objective investigation of all structures of the prosecutor’s office, not just one, is needed.
“We came across unconfirmed information about connections of Martin Bojanov – the Notary with all kinds of magistrates. But the people who gave us this information did not want to make it official, and that’s why we haven’t published what we’ve heard as rumors. That’s why it’s important to conduct of an objective investigation that does not focus only on one structure of the prosecutor’s office, such as the Sofia District Prosecutor’s Office, because we must be aware that the main percentage of the most important cases that happened during the period in which it operated the most – Bojanov’s group was active in the already closed specialized prosecutor’s office,” he stressed.
