What are SRI and Rasirom looking for in the digitalization of the Treasury? Boloș’s explanations and the tax evasion reduction plan presented to Ciolacu

Unblocking the digitalization project of ANAF, which has a budget of 100 million euros, is the first and biggest priority presented on Thursday in the Government meeting by the Minister of Finance, Marcel Boloș. Regarding the assignments Rasirom and of the SRI in this digitalization, Boloș claimed that it is about national security components defined by the Supreme Council of National Defense (CSAT).

  • “These components of information systems that are of national security have been defined by the Supreme Council of National Defense (CSAT), and the competent state entity for the management of such information systems and such situations is Rasirom.
  • It is a component of national security, because it mainly concerns the fight against fraud and the mechanisms through which the Romanian state fights fraud. You realize what it would mean for these mechanisms to be known to all those interested in the field, so that we in the fight against fraud find ourselves being victimized by fraud.”, said Marcel Bolos.

Asked why the same problem was not raised in previous years, for example, in the case of the digitization project with the World Bank, where the state kicked tens of millions of euros, Boloș said that previously these IT components were not considered national security by CSAT.

Minister Boloș said that the digitalization project of ANAF has a financing of 100 million euros, money from PNRR.

  • “It is not a secret the budget of the project, but considering the benefits that such a project has, from the simple fraud mode for the electronic invoicing system, which discovers your anomalies and those who do not register these operations for the payment of taxes and taxes, is a big step.
  • Think about what it means, simply, for a tax inspector to go through a taxpayer’s invoices versus sitting in front of the computer and looking at all of their invoices and accounting records and deciding whether they have complied with the law in paying their taxes and duties.
  • It is a big step and I hope that we can pass it well, so that Romania enters a new paradigm starting from January 1, 2024,” he said.

Boloș said that he wants us to have the electronic invoice in effect from January 1, 2024, and from July 1, 2024, in the IT system that records the SAF-T financial statements, we can see the accounting records.

  • “The 100 million euro project has two components: the data center and the IT applications. There are 56 IT applications, of which we have advanced the ones that are more important for the Romanian state.
  • And we are trying to make them operational, because it is in vain that we have the electronic invoice without the fraud module, in order to get the results we are looking for.
  • Electronic cash registers have been there since before 2020, since when do we keep connecting tax cash registers and what do we do with them with that information? We have volumes of big data and we look at them. I don’t think that’s the point of the Romanian state,” stated Marcel Boloș.

The measures to combat tax evasion and ANAF reorganization presented in the Government meeting

Prime Minister Ciolacu declared at the beginning of Thursday’s Government meeting that the Minister of Finance will present an information about the progress made in the application of electronic tax instruments in order to reduce tax evasion and collect more money for the budget.

In the conference that followed the Government meeting, he presented these measures punctually. Here are the main statements:

  • there are two tiers of measures that are being discussed and are part of the digitalization and combating tax evasion strategy.
  • the first and highest priority is the unlocking of the digitization project that the Ministry of Finance has for ANAF, the budget being 100 million euros and there were the 2 emergency ordinance projects discussed in the first reading.
  • the package of computer systems for digitization that have the fraud modules at the center. They are those that concern the introduction from January 1, 2024 of the electronic invoice together with the fraud module.
  • the finalization of the contract for the supply of scanners and starting next year the entire strategy and implementation of scanners at border points to take place.
  • the purchase of more than 2,000 electronic seals of goods that we have planned in the first half of next year.
  • for the e-Transport system we have the telemetric information component, that information that concerns time and space coordinates to be used in detecting the risk of tax fraud.
  • we are also discussing the loading into the IT system of the Ministry of Finance of the information regarding financial statements and accounting operations in the so-called SAF-T IT system. Starting on July 1st, we intend for these financial statements to be uploaded to this IT system of the Ministry of Finance.
  • on the line of economic-financial criminality, probably during the next week the draft law will be finalized and presented by the initiators (it is not the draft law that will be initiated by Ciolacu and Ciucă) being a rather complex package that concerns the digitization of ANAF.
  • we will come up with another distinct plan of measures that will lay the foundations for a new functional structure of the ANAF so that we can have a system to combat tax evasion commensurate with the phenomenon. It is a scourge at the moment that we are fighting and trying to find the best solutions to control the phenomenon of tax evasion.
  • the second level of measures will mean the reorganization of ANAF, whose general objective is to strengthen the institutional capacity to combat the phenomenon of tax evasion.

Asked when the customs scanners will become operational, Minister Boloș said that he made two commitments: the first that the signing of the contract for the supply of scanners should be done by the end of this year, and the second that in the first quarter of next year at the latest some of the 26 scanners to be functional scanners.
