The cost of technical inspection for drivers will increase, and traffic rules will be replenished with new rules. URA.RU lists the main changes for motorists, which come into force in 2023.

• The cost of technical inspection for Russian drivers will increase from January 1, 2023. The Federal Antimonopoly Service (FAS) has set the minimum price for the procedure at around 913 rubles.
• According to the new traffic rules, an electric scooter or a unicycle can now move on sidewalks and bike paths. To enter the roadway, the driver of an electric scooter with the mandatory presence of a brake system and white and red headlights must be at least 14 years old. At the same time, the speed limit on the road must be no more than 60 km / h and there must be a permit for cyclists to use it.
• Medical examination will now be remote. From September 1, 2023, the employer has the right to check the driver for signs of poisoning, illness and intoxication not only before and after the flight, but during it. Moreover, with the help of automatic breathalyzers and fatigue detectors, remote control in automatic mode will be possible, which will be prohibited for drivers of military vehicles and buses plying between cities if the route is more than 300 kilometers.
• From September 1, 2023, a citizen with a criminal record for violent acts and having three or more unpaid fines for traffic violations will be prohibited from working in a taxi. Responsibility for an accident will now lie not only with the driver, but also with the aggregator.
• From January 1, 2023, the price of the duty, which allows changes to the design of the car, will be 1,000 rubles. The certificate confirming that the vehicle meets safety requirements will also rise in price. The price will be from 800 to 1500 rubles.
• In 2023, a video recording system for the absence of an issued OSAGO policy should start working. Violation will be recorded only once a day.
• The Ministry of Health and the Ministry of Internal Affairs will exchange data on diseases of drivers. With such a system, the traffic police will be able to quickly suspend the validity of a driver’s license if there is information about any disease in the driver that affects traffic safety.
• It is expected that the rules of communication between the driver and the traffic police inspector will appear. If it appears, the inspector will be able to use a personal smartphone for photo or video recording. For employees of the guard service there will be a ban on talking on the driver’s mobile phone.
• From March 1, 2023, it is planned to remove from driver’s licenses barcode. The decision is due to the fact that this element for reading information has not been used for a long time.
• In the coming year, the question of the legality of the deprivation of the rights of those drivers who, before starting driving, used drugs, including psychotropic substances, should be resolved. It is planned to expand drugs that prohibit driving.
