You ask how the minister can find out about the vaccination status of students. “It is the vaccination rate of 18-24 year olds, which is the representative age group of students”, simply indicates the ministry, contacted by CheckNews. As of December 29, 91.7% of this category had a complete vaccination schedule, or nearly 5 million people, 22.3% had received a booster. The 18-24 year olds are obviously not all enrolled in higher education (and the students are not all in this age group), this measurement is therefore necessarily a little approximate. For 25-29 year olds, the vaccination rate is very close, with 90.3% of complete vaccination schedules on the same date (21.9% having received a booster dose).
