Shortly after the second round of the 2022 Regional Elections, scheduled for Sunday, December 4, the electoral training specialist of the National Office of Electoral Processes (ONPE), Cledy Gutiérrez, provided details about the polling place assigned to voters. of the 9 regions where this process will take place, biosecurity measures, voting hours and characteristics of the ballot paper.
As is known, there will be a second election in the following regions: Amazonas, Cajamarca, Callao, Cusco, Lambayeque, Lima provinces, Moquegua, Pasco and Piura, because none of the participating groups exceeded the 30% vote threshold required by electoral law.
Where to vote in the second round?
In an interview with the El Comercio group, the ONPE spokesperson reported that more than 3,400 polling stations will be installed for this process and “they will mostly be the same places” of the first round.
However, he pointed out that in some cases there will be a change of voting venue and explained the reasons.
“As you know, for the electoral processes, the ONPE goes to educational institutions, mainly public and private, for the loans of these premises. This time, some have not been ceded by their owners“, said.

What time to vote?
Gutiérrez also pointed out that for this second round the recommended voting hours are maintained, for the sake of order and to avoid contagion of COVID-19 due to the increase in cases in recent weeks. According to the last digit of the DNI, the suggested schedule is:
- If the ID ends in 1, 2, 3 and 4: it is recommended to go from 7 am to 11 am
- If the ID ends in 5, 6, 7, 8, 9 and 0: it is recommended to go from 11 am to 5 pm
- If the voter is in a risk group: it is recommended to go from 2 pm to 5 pm
In this last group are considered pregnant women, older adults or people with disabilities or other vulnerability. If a person goes to vote at a time other than the recommended one, they will also be able to vote.
Should you go to vote with a mask?
For the first round, in application of DS 016-2022-PCM, the use of the mask in the voting centers was optional and for this process the provision is maintained until now, that is, “It will depend on each voter to use it”.
The spokeswoman added that the ONPE protocols are associated with the guidelines of the Ministry of Health, but noted that “some indication could change in the next few daysdue to the increase in coronavirus infections.
“As far as possible we try to wear the mask, but it is not an obligation. Yes, we are going to insist that distancing be maintained in polling places”, he commented.
Gutierrez added that the vaccination card will not be requested either to enter the voting venues, as already happened in the first round.
What will the electoral card look like?
In this regard, he indicated that for the second round the vote ballot will present the two candidates who are in contention for this second election, that is, those who came in first and second place in the first round.
“The photograph of the candidate for the regional government will appear on the left side and also the symbol on the right side. The photograph and symbol of the candidate who has had the highest vote [en la primera vuelta] the movement that reached second place will appear on the left side and on the right side“, he pointed.
For the vote to be valid, you must mark “with a cross or cross in the photograph or in the symbol, or in both”.
Why will there be a second round?
Article 5 of Law 27683, Regional Elections Law, establishes that the Governor and the Vice Governor of the Regional Government are jointly elected by direct suffrage for a period of four years and for this the respective formula is required to obtain no less than 30% of the valid votes.
Nevertheless, If no formula exceeds this percentage in an electoral process, a second election is held within the following 30 calendar days to the proclamation of the official calculations, in all circumscriptions that require it, in which The formulas that reached the two highest votes participate.
