Then, in August 2023, a lifeline arrived: a $23 monthly payment from the Karnataka state government, fulfilling a campaign promise by the Congress Party to empower women with a basic income.

This isn’t an isolated case. Across India, a wave of similar programs – often named after affectionate terms like “my dear sister” or the Hindu goddess of wealth, Lakshmi – are injecting cash directly into the hands of women. But as these initiatives gain traction, a critical question arises: are they genuine steps towards empowerment, or simply a calculated attempt to buy the female vote? A History of Underrepresentation

India granted universal adult franchise, including the right to vote for women, upon gaining independence in 1947. Lata echoes this sentiment. “It’s a big help,” she says. “I can manage things on my own.”

Community workers report that these cash transfers are boosting women’s confidence and agency. However, some experts caution against viewing these programs as purely benevolent.

A Paternalistic Approach?

“The attitude of the government is paternalistic,” argues Rajeshwari Deshpande, a professor at savitribai Phule University who studies women’s voting patterns. “The government may be generous today but may take it away tomorrow.”
