Millions of Polish retirees and disability beneficiaries face concrete financial changes in 2027 as the state budget allocates approximately 19 mld zł for annual benefit indexation and 32,1 mld zł for thirteenth and fourteenth pension payouts.
Millions of Polish retirees and disability beneficiaries face concrete financial updates. Beyond standard adjustments, structural alterations to survivor’s pensions take effect at the start of the year.
Overall spending on retirement and disability provisions scales up to manage an expanding beneficiary pool.
March Indexation Raises Minimum Pension
Annual benefit indexation is scheduled for March 1, 2027. Macroeconomic assumptions in the budget draft peg the indexation coefficient at 103.96 percent, reflecting a 3.96 percent increase based on average annual inflation and at least 20 percent of real wage growth.
This statutory minimum formula applies identical parameters to those used in prior years, despite labor union proposals to raise the real wage factor to 50 percent.
With the 3.96 percent adjustment, the lowest pension moves past the 2,000 zloty mark for the first time. The baseline minimum benefit rises from 1,978.49 zlotys gross to 2,056.84 zlotys gross.
Concurrently, the combined amount of survivor’s pension benefits is capped at three times the minimum pension. ZUS applies all indexation increases automatically without requiring individual applications from recipients.
Thirteenth and Fourteenth Payout Mechanics
Eligible retirees and disability beneficiaries receive an annual thirteenth pension set at the level of the lowest pension effective from March 1, placing the gross payout at 2,056.84 zlotys. This supplementary amount is disbursed automatically, generally with the April monthly payment.
Health insurance contributions and applicable income tax advances are deducted prior to disbursement.
The fourteenth pension follows in the second half of the year, typically arriving in September based on prior government scheduling. While the baseline amount matches the 2,056.84 zlotys gross minimum pension, the statutory rules governing the additional benefits do not automatically rise with indexation.
Consequently, the March pension increase can reduce individual fourteenth benefits under the statutory reduction rules.

Social Insurance Institution Forecasts Fund Revenues and Expenditures
Financial plans published by the Social Insurance Institution for the 2027 fiscal year forecast total fund revenues at 539 mld zł against 537,2 mld zł zlotys in expenditures. Social contributions account for 428,8 mld zł of the incoming total, up 24,6 mld zł from the preceding year.
State budget subsidies are slated at 91,7 mld zł, alongside 15,4 mld zł transferred through open pension fund safety-valve mechanisms.
Allocations for retirement and disability payouts total 471,3 mld zł, representing nearly 88 percent of all fund costs. The average monthly headcount of retirees and disability recipients climbs by 113 tys. to surpass 8.7 million individuals.
Factoring in indexation, beneficiary volume expansion, and higher survivor’s pension proportions, the average monthly pension and disability benefit reaches approximately 4,530 zlotys, marking a 6.2 percent increase over the previous year.
Simultaneously, the secondary component of survivor’s pensions increases from 15 percent to 25 percent of the second benefit starting January 1, 2027, under legislation enacted in July 2024. Beneficiaries qualifying for survivor’s adjustments receive this enhancement automatically without filing paperwork.
