Asked about the case of provinces that do not adhere to the protocol established by the Ministry of Security, he indicated: “Each governor will be responsible for whether or not they comply with the protocol. Our priority is that whoever wants to circulate, circulate. If that is not the priority of the provincial government, he will give the explanations.”
