Both the director of the Corps of Scientific, Penal and Criminalistic Investigations (Cicpc), Douglas Rico, and the Attorney General of the Republic, Tarek William Saab, sent wanted messages to Óscar Enrique Guzmán Chirinos, alias “el Conas”.
In the case of Rico, he made social networks available so that people who have information about him and his henchmen can send it.
He describes him as a “dangerous criminal from the state of Zulia. Investigated and requested for multiple crimes of extortion that occurred in the Zulia entity. He also has an Interpol red notice and police records for homicide.”
While William Saab maintained that they are looking for him in Venezuela and Colombia. He is a “convicted and confessed criminal with a long record of criminal actions and murders. Said subject has threatened us with death directly on several occasions,” said the official.

Several accomplices arrested
In the last few hours, Rico announced the capture of several of his henchmen.
In a procedure three were captured. They are two men aged 38 and 21, as well as a 33-year-old woman.
“They were located on the outskirts of the Maracaibo municipality, Zulia state, after verifying that they were in charge of supplying information on state institutions, merchants, and commercial premises to the leader.”
Three cell phones were located, in which there are communications that they maintain with the thug leader and a Ford Fusion, license plate ACX93I, was recovered, used as a means of commission, since they concealed two grenade-type explosive devices.
The case was placed under the order of the 69th Prosecutor of the Public Ministry with National jurisdiction in the Crimes of Kidnapping, Extortion and Terrorism.
In another procedure, they put another woman behind bars, who is accused of “providing information on State institutions, commercial premises and victims, so that he, in turn, from the Republic of Colombia and together with other members of the aforementioned criminal group, carry out extortions and attacks”.
