The public authorities have often planned and developed incentives and bonuses relating to regional development. Unfortunately the handicap persists! And for good reason, the blatant lack of information! Slim Kaâbi, manager of the “RAI” office, enlightens us on the subject.
The State has always granted specific advantages for regional development. The objective being to encourage project promoters through regional development bonuses and assistance from the general commissions for regional development (Cgdr). These are additional tax and financial advantages granted to industrial, craft and certain service activities. The incentives apply to investments made by companies established in regional development zones according to the activities defined by decree, in the industrial and craft sectors as well as in certain service activities.
After acquiring training from a professional institution or factory, a promoter can create an industrial project. After studying his project and estimating its cost, the promoter benefiting from the regional development bonus can include this bonus in the financing plan for his project. Slim Kaâbi, manager of the “RAI” office, informs us that according to article number 3 of decree number 3197 of October 18, 2011, advantages are granted to the promoter, namely a bonus estimated at 15% of the cost of the project offered by the State for those holding a project in the zones and localities of the country from 1is group and 30% of the project cost for those holding a project in the zones and localities of 2e groupe.
Role of the Cgdr
He added that the general commission for regional development, located in the various governorates, plays a vital role in regional development, namely the assistance of public services for the development of regional development guidelines and the support of young promoters. , mainly those whose projects are carried out in regional development zones and localities in the preparation of files, intermediation with banks and monitoring on the ground of the different stages of the realization of their projects.
“This is how an operator will be referred to the Tunisian Guarantee Company with a view to ensuring a bank credit then to a sectoral technical center for technical information without forgetting the role of the Export Promotion Center which helps any exporter through through the Export Promotion Fund to the transportation of exports as well as participation in fairs and exhibitions abroad,” he added.
He also pointed out that it is necessary to establish a balance of regional development across all regions of the country in order to reduce the exodus of citizens towards Greater Tunis and the Sahel regions.
And to conclude: “The geographical location of our country and good quality industrial production attract foreign economic operators. Even Tunisian operators established outside the country can obtain encouragement and advantages for their projects carried out, particularly in Tunisia, such as the transfer of their profits abroad.
