Brussels Mobility: Changes to Self-Service Scooter Operations in 2024

The decision was expected by the end of the year, and we therefore had to wait until the last moment. We learn that it is this Friday that the two scooter operators who won the call for applications launched by Brussels Mobility will be revealed.

It’s official, Brussels is toughening up: 8,000 scooters from 2024 compared to 20,000 currently, limitation to 20 km/h and mandatory drop-zones

Today, around ten players operate scooters in Brussels. A number of devices currently estimated at 20,000, and considered too high by the authorities. Faced with uncontrolled parking and rising accident numbers, Minister Elke Van den Brandt (Groen) decided in the spring to drastically reduce the self-service fleet. In 2024, there will therefore be only two operators left, each with a maximum of 4,000 scooters.

To these 8,000 e-steps will be added 7,500 shared bicycles (for three operators), 600 scooters (for two operators) and 300 cargo bikes (for 2 operators).

A month of transition

Initially, the reduction of the scooter fleet was announced for January 1, 2024. Given the delay and the tight deadlines, a transition period will be granted during the month of January to allow operators not taken over to take back their machines and leave the Brussels territory. In addition, appeals could be filed until January 22.

Another big news in 2024: the generalization in the capital of “drop-zones”, namely these spaces exclusively reserved for the parking of shared scooters and bicycles. “From January 1, 2024, no user will be able to “complete” their trip/rental if they do it outside a dedicated zone,” recalls Brussels Mobility on its website. These locations are integrated into the applications, and it therefore becomes impossible to finish a race outside of the dedicated places. Some municipalities had been pioneers in this area by imposing this system before others, such as Berchem and Evere.

Remember that the speed of self-share scooters has been reduced to 20 km/h, and 8 km/h in the pedestrian zones of the Brussels pedestrian zone and the Chaussée d’Ixelles.
