California voters could soon decide the fate of a massive state-led financial rescue for academic laboratories and medical institutes. State lawmakers recently sent Senate Bill 895, a $7.5-billion science research bond measure, to Gov. Gavin Newsom’s desk. If signed, the proposal will head to the March 2028 primary ballot, offering a direct counterpunch to recent federal funding cuts and administrative policy shifts that have rattled institutions like the University of California.

Authored by Sen. Scott Wiener, a Democrat from San Francisco, the legislation survived a turbulent journey through the Capitol. It initially emerged in January as an ambitious $23-billion proposal intended for the November ballot. After a series of dramatic legislative haircuts—including reductions to $12 billion and later $5 billion—lawmakers settled on the $7.5-billion figure. The State Assembly ultimately passed the measure with a 60-6 vote.

Last year, the White House suspended or canceled more than 1,000 California science grants from the National Institutes of Health and the National Science Foundation. About half of the UC system’s research spending originates from federal grants, totaling roughly $3 billion in the 2024-25 fiscal year. While federal judges have temporarily restored many of the canceled grants following lawsuits filed by professors, lingering legal battles and attempts by the administration to exert tighter political control over grant approvals have created deep uncertainty across academic corridors.

Bridging the Funding Gap for Universities and Early-Career Researchers

If approved by voters, Senate Bill 895—also known as the California Science and Health Research Bond Act—would establish the California Foundation for Science and Health Research. This newly formed council would write specific rules governing how the $7.5 billion in grants and loans is distributed to public and private research institutions, academic medical centers, and institutes.

The funding mechanism arrives at a critical juncture for institutions like UCLA, where the federal government froze $584 million in research grants in July 2025. Although a federal judge later blocked those freezes, the episode underscored the vulnerability of relying heavily on Washington for foundational scientific work.

The state bond aims to distribute resources across a broad spectrum of vital areas. $1 billion would go directly to the University of California and California State University systems to construct updated science facilities. The remaining funds would target biomedical research, wildfire prevention, and water supply security. Portions of the bond would also support commercializable breakthroughs and provide crucial financial support to graduate students and early-career researchers.

The path to passing Senate Bill 895 required forging an unusual coalition. The University of California and the union representing graduate students—two entities frequently at odds—united to lobby for the measure. Both groups stand to benefit significantly, as the influx of capital sustains complex scientific investigations while supplementing the pay of graduate researchers.

“We have performed a ritual legislative resurrection of the bill,” Sen. Scott Wiener remarked at a press conference, reflecting on how the measure bounced back after missing critical summer legislative deadlines.

Supporters emphasize that the bond is as much an economic necessity as it is an academic safeguard. Research in California generates roughly $226 billion annually, according to Assemblymember Darshana Patel, who noted during the legislative vote that threatening this ecosystem compromises the state’s broader economy and public health.

Nobel laureate and UC Berkeley biochemist Jennifer Doudna echoed those sentiments in a press release from the UC Office of the President, stating, “SB 895 represents an important investment in the research infrastructure that will allow California to continue advancing scientific breakthroughs, improving lives, and driving innovation and growth for generations.”
