Dollar-for-Dollar Countermeasures Hit More Than 700 American Products
The retaliatory duties take effect at rates of 15%, 25%, and 50%, matching the corresponding U.S. tariff rates across more than 700 products. While steel and aluminum imports carry the largest share of the new measures, the new measures extend deep into everyday purchases. Seafood, cheese, clothing, cosmetics, and toilet paper all face duties reaching as high as 50%.
Canadian Finance Minister François-Philippe Champagne emphasized that the countertariffs target nearly $20 billion worth of annual American imports. Champagne framed the defensive move in stark terms, stating, “We did not choose this conflict, but when our economic integration is used as a weapon rather than the foundation for a win-win partnership, we need to stand up.”

The tit-for-tat dynamic erupted after trade negotiations broke down on Friday, prompting the Trump administration to levy 50% tariffs on Canadian goods over the weekend. Canadian Prime Minister Mark Carney suspended trade talks, characterizing the last-minute changes to the U.S. proposal as unfair and uneconomic. At a Saturday news conference, Carney noted, “You’re at war when you get attacked. We got attacked.”
Washington pushed back aggressively against Ottawa’s resistance. President Trump took to social media to demand that Canadian leaders “fall in line” or face consequences “far WORSE” than existing tariffs, including threats of new 50% tariffs on Canadian vehicles, auto parts, and steel. Escalating the feud further, Trump noted that the United States is giving serious consideration to renaming Lake Ontario as “Lake America,” reminiscent of a previous executive order to rename the Gulf of Mexico to the Gulf of America.
Because the Supreme Court struck down his biggest tariffs in February, the U.S. president turned to an obscure provision of a Depression-era trade law granting authority to impose tariffs up to 50% on imports from countries that have discriminated against U.S. businesses—an untested legal maneuver as no president has ever imposed such tariffs before.
Strategic Targeting Versus Electoral Mapping
Unlike during Trump’s first term, Ottawa did not design the new measures around the U.S. electoral map. During earlier disputes, Canada targeted politically sensitive products, such as Wisconsin yogurt and Kentucky whiskey.
According to a senior Canadian official speaking on condition of anonymity, the current countermeasures were designed primarily to match U.S. measures and put pressure on American industries and supply chains, leaving state-level political effects as a secondary consideration. Canadian officials indicate that U.S. steel imports have already fallen 30% since Canada imposed a 25% tariff, a contraction Ottawa expects to accelerate under the new 50% rate.
