“Apollon” is the largest energy offset program in the country, while its goal is, through the installation of RES stations with storage systems, to cover 90% of the consumption of vulnerable households and 50% of the consumption of Local Government Organizations (OTA A ‘ and B’, e.g. buildings, pumping stations, street lighting), of the Municipal Water Supply and Sewerage Enterprises (DEWA) and of the Local Organizations of Sanitary Improvements/General Organizations of Sanitary Improvements (TOEB/GOEB).

Saving

In fact, according to government estimates, the cost of electricity for the beneficiaries after netting is expected to decrease annually by 150 million euros, while with the implementation of additional energy saving measures the reduction can be even greater.

It should be noted that the program included in the package of measures to support the primary sector was presented by the prime minister Kyriakos Mitsotakis from the floor of the Parliament in early February, while in practice it is expected to have a much wider effect, as it will lead to the saving of resources currently available for energy needs, allowing them to be redirected for the benefit of society.

RES works

But what does it predict? During the implementation phase of the “Apollo” program, large power plants from Renewable Energy Sources will be built, through the competitive bidding process. These are projects that are already mature in terms of licensing and with “guaranteed” electrical space. They will cover the calculated needs of the beneficiaries of Social Housing Tariff A’, the Local Self-Governments of the first and second degree, the DEYAs, the TOEBs and the GOEBs in specific regions.

The respective station does not need to be built in the region it will serve, for example a photovoltaic park that will cover the needs of Thessaly can be built in Epirus, as the distribution of the produced energy will be done virtually with the corresponding consumption benefits. The new RES stations will begin to be electrified within two years.

It should be noted that the required institutional framework for the “Apollo” program to officially begin to be implemented is ready and will be submitted next month for a vote in the Parliament.

Energy Communities

For the purposes of the program, a Citizens’ Energy Community will be established in each of the 13 regions, where interested-beneficiaries will participate as members and all vulnerable citizens and beneficiaries of the Social Household Tariff A’ will also gather.

The framework imposes an obligation on each region and a “tight” deadline of six months to set up the corresponding Citizens’ Energy Community and by the end of the year (12/2024) gather all the members and the benefits that the beneficiaries of the program will want.

In collaboration with DEDDIE, which has the ability to monitor all benefits in the country, a study of consumption will begin and an assessment will be made of the dimensions and power of the projects required by region.

After the regions have collected all the required data, the study will be finalized per region and the announcement of the relevant tenders will begin immediately.

According to a first assessment of the needs to be covered by the “Apollo” program, at least 1 GW of total installed capacity of RES plants is required, while mature projects currently range over 8 GW.

Covering through RES stations approximately 1,500 GWh per year for all regions, it will be possible to save more than 150 million euros.

In practice, this means that, thanks to the drastic reduction of the financial burden of the wider State for electricity, it will be possible to save resources that will be redirected to other projects or priorities, based on the needs of local communities, for the benefit of all.

At the same time, organizations such as GOEB and TOEB will have a substantial, permanent relief in their operating costs, which will allow them to more effectively carry out their mission to support agricultural production.
