Decisive Days Ahead as PS Plans for Majority in Medicine Program without MR

Who could have imagined that the tensions in this file would have gone so far? This Monday afternoon, the ministers of the Jeholet government have planned to meet on the hot spot of the moment: the refusal by Valérie Glatigny (MR), the Minister of Higher Education, to validate the creation of two academic programs. As a reminder, this is the master’s degree in medicine that UMons requires (joint degree with ULB) and the specialized master’s degree in general medicine promoted by UNamur (joint degree with UCLouvain).

The liberal minister wants to fight the “sub-localism” which would hide behind these requests for authorization. It also wishes to preserve the finances of the Wallonia-Brussels Federation (FWB) by avoiding dispersing the means granted to the training of students. In addition, according to Valérie Glatigny, if these two masters were accepted, they would not increase the number of doctors (due to the ceiling set for Inami numbers), nor attract practitioners to medical deserts.

Faced with the decision of Valérie Glatigny, the PS and Ecolo, partners of the MR within the majority in power, were very critical. No political agreement could be found so far, several meetings between ministers had to be postponed. The Socialists, who particularly support the UMons file, raised their voices on Wednesday: “Me, I will go to the end, and I say it: if necessary, we will vote with an alternative majority in the Parliament of the French Community, because we cannot prevent Hainaut from developing”, said Paul Magnette.

The PS is preparing for an alternative majority

Sunday, while an important meeting is announced Monday, the PS kept an inflexible line. “The unanimity in the PS is total in this file. We will go all the way. We are preparing for an alternative majority, without the MR, even if that is not what we want. The next few days will be decisive”, confides a socialist source. Among the greens, we refuse, for the moment, to brandish the threat of an eviction of the MR because of the “masters in medicine” file. But Ecolo is still worried about the shortage of general practitioners in certain regions (including Hainaut, in particular).

According to our information, the MR will ensure during Monday’s meeting that the 55 other authorization requests, which had been accepted by the minister, can be validated by the executive of the Federation. Furthermore, if the two master’s degrees in medicine could be dropped, as desired by the minister, the Liberals would be ready to work on more intense cooperation between UMons and ULB and between UNamur and UCLouvain in the training of medical students. The MR would also like to put on the table, during the ministerial discussion, the current authorization mechanism which pushes academic institutions to multiply requests for new courses for financial reasons.

“We will find a solution”, says Glatigny

Contacted on Sunday, Valérie Glatigny does not comment but wants to be soothing. “We held meetings on all the difficult issues and we always found solutions. For example in the Inami numbers folder. I wish to be a force of proposal. I’m confident. We will find a solution.

The tension over the refusal to validate the creation of two academic programs by Valérie Glatigny, the Minister of Higher Education, has reached a boiling point. Despite the criticism from PS and Ecolo, partners of the MR within the majority in power, no political agreement could be found so far. The PS is preparing for an alternative majority, and Ecolo is still worried about the shortage of general practitioners. The MR is set to ensure that 55 other authorization requests can be validated, and they will work on more intense cooperation between academic institutions. Valérie Glatigny remains optimistic and says that they will find a solution. Whether or not a solution is ultimately reached, one thing is for certain – this dispute has shed light on the complexities of the authorization mechanism and the need for cooperation in the training of medical students.
