The political scientist Johannes Varwick suggested a Ukrainian government in exile on German soil as a solution to the Russian war against Ukraine. “One possible scenario is that Berlin or Warsaw becomes the seat of a Ukrainian government in exile, Ukraine is demilitarized and a pro-Russian government is created,” the international relations expert at Halle-Wittenberg University told the editorial network Germany.

Putin wants to occupy all of Ukraine, overthrow the government in Kyiv and install a pro-Russian government. “Putin will achieve these goals by any and, I repeat, any means.”

Varwick admitted that a government-in-exile was not the goal of Ukrainian President Volodymyr Zelenskyy. “But if he doesn’t want his population to end up either displaced or dead, I don’t see any other way.” In the end, Russia will definitely set up a new government in Kyiv, according to the political scientist. “The only question is how bloody the road to get there will be.”

The expert warned of a spiral of escalation due to further arms deliveries to Ukraine. “The West must ask itself whether it wants to artificially prolong this war with its arms deliveries.” That was “not cold-hearted”, but thought of from the end. “We have to understand that Russia is ready for anything and we can only lose this war if we don’t want a nuclear catastrophe.”
