La Croisée prison, located in the plain of the Orbe, will be under construction for four years. Work should begin in September, if no one objects by May 27. The Canton indicated on Tuesday that it was putting to the public inquiry with the Commune of Orbe “the project of securing, maintenance and energy sanitation”.
This renovation includes, among other things, the modernization and expansion of several buildings in the complex, the redevelopment of the inner courtyard and the extension of the car park outside the enclosure. The prison no longer really meets security requirements. She has already experienced a few breakouts. It is therefore planned to review the security of technical installations that have become obsolete, to strengthen the delimitation of the different sectors and to create a no man’s land.
A project in 21 stages
All of this work is budgeted at 47.72 million. They will be completed in “21 stages” by February 2026, if the building permit is issued in August 2022. The Grand Council has already voted various construction credits in 2018, 2019 and 2020. Part of these credits will relates to securing the site, while others are part of the energy sanitation strategy for buildings in the Vaud Climate Plan. The Confederation participates to the tune of 7 million.
Priority will be given to the sanitation work on the envelope of the oldest buildings, the connection to the wood-fired heating plant of the prisons in the Plaine de l’Orbe, the renovation of the sanitary network and the bringing into compliance from the staff cafeteria.
One hundred detainees too many
It must be said that the infrastructure is not very young. The first building of the Croisée prison was built in 1932, recalls the State of Vaud in its press release. It underwent expansions in 1983, 1994, 2004 and 2013. Now, it consists of eleven bodies of buildings which mainly accommodate people awaiting trial and in early execution of sentence. Its official capacity is 211 places, but “it permanently accommodates more than 310 detainees”, specifies the Canton.
For reasons of confidentiality related to the prison site, any consultation of the file must be the subject of a request by e-mail to the address [email protected]. The public inquiry in the “Sheet of Official Notices” specifies that “the project involves the felling of trees or hedges”.
