The categories of citizens who will be exempt from bank commissions when paying for housing and communal services (HCS) will be determined by the Government of the Russian Federation. As Minister of Construction and Housing and Communal Services Irek Fayzullin stated, amendments to the legislation will be promptly developed for this purpose.

“The president’s decision to abolish fees for paying for housing and communal services for certain categories of citizens is long-awaited for the residents of our country. The law, which will prohibit banks and payment agents from withdrawing commissions, was approved by the Federation Council yesterday. The government will form a list of categories of persons who will be subject to the new law. We will promptly work through all the necessary regulatory framework and by-laws to implement the provisions of the law. It is important for us to support people and do everything possible to ensure that living conditions are comfortable,” noted Irek Faizullin.

On the afternoon of December 14, during a direct line, Russian President Vladimir Putin announced the need to abolish commissions when paying for housing and communal services for pensioners. “It’s wrong when you have to pay a commission to the bank for a primitive service. This will not affect pensioners,” the head of state said.
