Former President Moon said in a video message sent to the ‘Symposium commemorating the 20th anniversary of the Declaration of Balanced National Development’ held at KINTEX in Goyang-si, Gyeonggi-do on the 29th, “Seoul’s mega city policy is a senseless policy that strengthens concentration in the metropolitan area by making the already large Seoul even larger. “He said, “It is an extremely foolish and dangerous idea that will deplete the local area and further increase the suffering of overcrowding in Seoul.”

The National Balanced Development Declaration Ceremony is an event held to commemorate the announcement of the National Balanced Development Plan along with the promulgation of the Special Act on Balanced National Development in Daejeon by then-President Roh Moo-hyun on January 29, 2004. The 20th anniversary event was held jointly by the Roh Moo-hyun Foundation, Gyeonggi-do, and Jeonbuk Special Self-Governing Province, and was attended by Gyeonggi Governor Kim Dong-yeon, former Prime Minister Chung Sye-kyun, and Democratic Party of Korea lawmakers Kim Du-gwan and Song Jae-ho.

In his video congratulatory speech, former President Moon said, “The balanced development policy has become a symbol of the participatory government and a historic achievement. “Balanced development is a national task that can never be achieved within one government’s term of office,” he said. “It is a long-term task that can only be realized if it is promoted with consistency and continuity across multiple governments.”

He continued, “The Moon Jae-in administration was launched with the ambition to revitalize the engine of balanced national development. “We have inherited the participatory government’s balanced development philosophy and policies, and have established our will to more strongly pursue more advanced balanced development policies,” he said.

Former President Moon said, “But the biggest regret is that it was not continued,” adding, “The values ​​of balanced development and autonomy and decentralization are regressing again. After saying, “Various metropolitan area deregulation policies are further fueling concentration in the metropolitan area,” he criticized Seoul’s mega city policy.

He continued, “I am also worried about local finances. He said, “The decline in tax revenues due to economic failure and massive tax cuts for the rich have resulted in the worst tax revenue deficit in history,” adding, “The amount of money that should go to local areas has decreased significantly, further impoverishing local areas and accelerating the disappearance of local areas.”

Former President Moon said, “What’s even more unfortunate is that there is no prospect of improvement. We must prevent regression in balanced national development. Aware citizens must protect it. “The people also have the power to move us back to the path of balanced development,” he said.

Previously, former President Moon poured out criticism towards the current government at the ‘Kim Dae-jung 100th Anniversary of Birth’ on the 6th.

In his congratulatory address, he said, “The world that President (Kim Dae-jung) hoped for is moving further away again, and the world is turning upside down,” and “democracy is in jeopardy again, and the national economy and people’s livelihood are becoming more difficult day by day.”
