High school tuition fees temporarily no longer payable

At the 4th regular plenary session of the Tokyo Metropolitan Assembly on the 12th, Tamiko Matsuba, a member of the New Komeito Party, asked a question on behalf of the Tokyo Metropolitan Assembly, stating that the Tokyo Metropolitan Government had announced that the Tokyo Metropolitan Government would abolish the income limit for free high school tuition, including for private schools, which had been proposed by the Komeito Party. After evaluating the situation, he urged steady implementation starting from April next year.

He also appealed that the current system in which parents pay tuition fees and then get them refunded is a financial burden, and that “the system should be changed to one where parents do not have to pay tuition from the beginning.” Governor Yuriko Koike responded, “We will support families raising children with a sense of speed.”

Regarding the provision of free school lunches, Councilor Matsuba proposed that municipalities “subsidy at least one-half of the cost” so that metropolitan high schools and elementary and junior high schools in the ward, town, and village can steadily implement the program from April next year. Governor Koike responded, “The national government pays one-half of the exemption for school lunch fees for households requiring protection.We will take this into consideration when formulating the budget.”

Furthermore, Councilor Matsuba stated that regarding the contribution of the “Silver Pass” which allows elderly people aged 70 and over to ride Toei transportation and private buses, the annual fee for those exempt from resident tax is 1,000 yen, while the annual fee for residents tax payers is 20,000 yen. Noting that the fee is 510 yen, he emphasized that “Resident tax payers will now be able to pay the same low cost burden as tax exempt persons.” Governor Koike said, “I recognize that there are issues that need to be sorted out when considering the system, such as coordination with the Tokyo Bus Association.”
