General Directorate of Passports (DGP) selects two of 11 interested in the preparation of one million 50 thousand machine-readable passports.

The DGP launched on March 20 the notice of expression of interest for the preparation of new passports under the PASSPORT PROCESS-CCC-PEEX-2023-0001, which seeks the preparation of one million fifty thousand notebooks for the issuance of passports of mechanical reading.

Once the notice of expression of interest was published in a national circulation newspaper for two consecutive days, the documentation of 11 bidders who expressed interest were received on the transactional portals of the General Directorate of Public Procurement and the transparency portal of the General Directorate of Passports. in the process.

On March 27, 2023, the expression of interest was received from JL EDITORA, SRL, IDENTIFICACIONES, JMB, SRL, GSI INTERNACIONAL INC, VERIDOS GMBH, NARA, SRL, INVERSIONES TUIRA, SRL, CANADIAN BANK NOTE COMPANY, LIMITED, COPEL SP, GLOBUS GROUP, SRL, MIDAS DOMINICANA, TRANSNEG, SRL

After receiving the documentation requested to express interest, the report of the Purchasing Committee was issued on March 30, 2023, in which all the aforementioned bidders were enabled for the delivery of the Pre-Specifications, said delivery was made on the 05th April at 10:00 a.m.
From the delivery of said document, the bidders were granted a first term until April 13 at 10:00 am to make questions, suggestions and observations to the Pre-Specifications.

Once the questions, suggestions and observations were evaluated, we proceeded to respond to the bidders and make the corresponding adjustments for the issuance of the final Specifications.

It was recorded on April 25, 2023 for the delivery of the Specifications together with the technical sheet to the authorized bidders.

On April 26, 2023 at 8:00 a.m., the process was published on the Transactional Portal of the General Directorate of Public Procurement, which in turn gave rise to a second period for questions, observations, and suggestions. by interested bidders according to the schedule.

Once the process was published in the Transactional Portal, the bidders requested an increase in the term to submit bids. Amendment 1 proceeded to increase the term already established by 7 calendar days, therefore, the new date to submit bids was May 18, 2023.
The companies that submitted their offers were: Transneg, SRL, Grupo Globus, SRL, JL Editora, SRL, Midas Dominicana, SA and Nara, SRL.

In the preliminary report dated May 23, prepared by the process experts, it was established that the offers of the companies JL Editora, SRL, Nara, SRL and Grupo Globus, SRL were disqualified because the samples did not comply with the technical data sheet. , that the company Midas Dominicana, SA had to correct the specified documentation and that the company Transneg, SRL complies with both the documentation and the samples presented.

We received on May 24, 2023 from the company JL Editora, SRL the request for review of the deposited sample and at the same time notify the non-conformity in the results of the evaluation of the technical offer. On the same date, the company Grupo Globus, SRL, filed an appeal and request for a precautionary measure for the immediate suspension of procedure no. PASSPORTS-CCC-PEEX-2023-0001.

On Friday, May 26, 2023, the companies that showed disagreement were summoned; JL Editora, SRL and Grupo Globus, SRL, to present themselves on Monday, May 29, 2023 at 10:30 a.m. At this meeting, we proceeded to listen to them and review the evaluation of the samples deposited in the presence of the Committee of Purchasing and appraisal experts.

In the case of Nara, SRL was disqualified for not complying with the technical requirements, nor the presentation of the financial statements corresponding to the year 2021 as established in the Specifications and requirements of the process, while for the technical evaluation it did not present the letter of approval either. recommendation for satisfaction in the fulfillment of work in travel documents, security document, identity, financial certificates, birth certificates, driver’s licenses and checks, hiring at least three clients, where the contractual relationship time, the amount of contracted resources and the evaluation of their service, this cannot be from the contracting institution, in addition it did not comply with the technical and specific specifications in the preparation of the travel book.

In the case of Globus SRL, it did not comply with some of the specifications of the technical evaluation, nor did it pass the expert review on the reference points established in the booklet preparation form.

After all the suppliers had been heard prior to the opening of envelope B, the stakeholders in the process were analyzed and reassessed before the Technical Evaluator Committee, which concluded that only the companies TRANSNEG, SRL and MIDAS DOMINICANA, SA complied with the provisions in the Specifications and what is established by law, so the other three were discarded for not complying with the provisions.

In this way, the General Directorate of Passports (DGP) complies with the requirements established by the Law for the Purchase and Contracting of Goods, Services, Works and Concessions, and it will be on June 2 when the bidding process closes with the signing of the companies selected in the process for the acquisition of one million 50 thousand new passports.
