Hong Kong man fined NT$180,000 for pretending to not understand Mandarin

During a patrol in Kaohsiung City, Taiwan, on Monday (17th), they saw a man driving while playing with his mobile phone, so they stopped him to check, but he smelled alcohol. Unexpectedly, the man, relying on his identity as a Hong Konger, pretended that he could not understand Mandarin in order to escape the alcohol test. Seeing that the persuasion was ineffective, the police decided to impound his vehicle, and the man responded in Mandarin. In the end, the man still decided to refuse the alcohol test and was fined NT$180,000 (about HK$51,000) by the police.

Taiwan media reported that the 25-year-old Hong Kong-born man surnamed Cai was intercepted by the police at around 5:20 a.m. on Monday morning. At first, Cai Nan also cooperated with gargling and trying to blow air, but after several attempts, he pretended that he could not blow well. He pretended not to understand Mandarin and kept responding to police officers in Cantonese or English.

During the “confrontation” between the two sides, a police officer called out, “This is Taiwan, speak Chinese, OK?” Cai Nan responded “I know”. The police officer immediately refuted: “You will tell me clearly, put it there.” Until the police told Cai Nan that he would be charged a ticket for refusing the test and that the vehicle would also need to be impounded, Cai Nan replied in Mandarin, but asked the police if they could first Take a secret test to see if the value is already a drink-driving test, and then decide whether to refuse the test.

The police once again explained the consequences of refusing the test. After thinking about it, Cai Nan decided to refuse the test. He was subsequently issued a ticket and his vehicle was impounded. The police investigation found that Cai Nan went to Taiwan for many years and engaged in fruit business, and the vehicle detained this time was also in the name of his boss. He had a drink-driving record 2 years ago. This is the first refusal of the test in 5 years for a repeat offender of drink-driving. Therefore, he cannot pay in installments and needs to pay the fine at one time.
