From the very first month of this year, the big “fish” (who owe from 1 to 100 million euros) left 1.5 billion euros, as a result of which 0.2% of the state’s debtors collected about 77% of the total maturity of 107 billion euros. On the contrary, 90.8% of debtors have debts of up to 10,000 euros with their total overdue balance reaching 3.7% of total debts, reports the ERT.

24.6% of the total overdue balance, which corresponds to 26.3 billion euros, concerns debts that are classified as uncollectible.

Particularly interesting is the fact that 91.3% (about 5 billion euros of collections from old and new debts) comes from the tax debts owed by the small categories, while only 0.6 is collected from the large categories %.

From the data of the GPKB it also appears that:

*The total number of debtors at the end of January 2024 decreased by 99,985 persons (natural and legal) compared to the corresponding period of 2023, resulting in 3,931,625 debtors. The reduction comes from the lowest categories of debt, specifically from debts from 50 to 10,000 euros, with their number decreasing by a total of 152,074 persons. On the contrary, in the remaining categories of debt, an increase in the number of debtors is observed, with the largest, by 13,735 persons, being recorded in the debt range from 10,000 to 100,000 euros. An increase of 36,057 is also recorded among debtors who owe less than 50 euros.

*In the low debt categories, almost all of the overdue balance comes from natural persons. It is indicative that 98.2% of debts under 50 euros and 88.2% of debts under 10,000 euros come from natural persons. Accordingly, the number of natural persons who owe less than 50 euros corresponds to 95.6% of the debtors of this category of debt, while for debts of less than 10,000 million euros the number of natural persons was formed at the end of January 2024 at 3,169. 960 people, making up 88.8% of the total for the specific range of debt.

*In the overdue balance category of more than 1 million euros, legal entities participate in the debts by 69.3%, with their overdue balance at the end of January 2024 reaching 57 billion euros. Accordingly, the number of legal entities that owe more than 1 million euros was 5,743, making up 61.2% of the number of debtors in this debt range

*Debts of less than 1 million euros come to a large extent (by 64.2%) from natural persons, while the participation of natural persons in the overdue balance is even higher in lower categories of debt (indicatively it reaches 88.3% for debts less than 10,000 euros). Accordingly, the number of natural persons who owe less than 1 million euros at the end of October 2023 was 3,527,328 people, making up 88.1% of all debtors in this category of debt.

*Only 5.8% of the actual overdue balance is in settlement, a percentage corresponding to 4.7 billion euros. The highest percentage of total settled debts (23.8%) is found in the range of 500 to 10,000 euros, while within this range the percentage of settled debts reaches 26.2% for amounts from 3,000 to 5,000 euros. However, the rates differ between natural and legal persons. Specifically, the highest percentage of settled debts of natural persons is found between 500 and 10,000 euros (24.2%), while legal entities settle debts in the range of 10,000 to 100,000 euros in a higher percentage (30%). Low debt settlement rates are found both in low amounts of debt (especially below 500 euros) and in high amounts of debt (over 20,000 euros for natural persons and over 150,000 euros for legal entities).

*59.6% of overdue debts, corresponding to 48.1 billion euros, stem from tax debts (direct and indirect taxes, property taxes, VAT, special consumption taxes, etc.). The rest of the actual arrears comes from other categories of debt, which have a low collection rate. According to AADE data, these include fines (fiscal and non-fiscal) which constitute 30.1% of the actual overdue balance, as they reach 24.3 billion euros and non-fiscal debts (loans, court costs, accruals, etc.), which constitute 10.3% of the actual overdue balance, a percentage corresponding to 8.3 billion euros.
