The State Electoral Institute of Hidalgo, approved, during the First Extraordinary Session of the month of April, the Final Version of the Consultation Booklet for Valid Votes and Null Votes for the Special Computing Session for the 2023-2024 Local Electoral Process; Support Guides for Vote Classification; and the Documentation Use Manual for the Special Computing Session; Likewise, the Report on the Conditions maintained by all the Electoral Warehouses of the District Electoral Councils of the IEEH.

With the objective of providing certainty during the development of the Special Counting Sessions, which will give the official results of the voting on June 2, the Consultation Booklet for Valid Votes and Null Votes was approved.

The objective of this Booklet is to provide a set of guiding criteria intended to support the District Councils of the Institute in order to facilitate deliberation during the calculations to determine the meaning of the reserved votes. This initiative will support the work of the officials of the District Electoral Councils and the Party Representations, since its use during said exercise will facilitate the interpretation of the meaning of the reserved vote, which must adhere at all times to total respect for the intention of the vote of the electorate. .

This Booklet will have examples referring to Political Parties, Common Candidacies, as well as Independent Candidacies, including examples related to the corresponding valid and null votes.

Manual for use of Documentation for the Special Computing Session

Regarding the Documentation Use Manual for the Special Computing Session, it was said that this has the purpose of providing a teaching tool to the officials of the 18 District Councils for the celebration of the Special Computing Session; This material contains the operational information that must be considered at the beginning of the electoral results stage.

The Manual addresses the preliminary scenarios derived from the records that are still pending approval by the General Council and it was specified that the cases presented may be subject to necessary adjustments related to the approval of the registry of Common Candidacies, Independent Candidacies or Indigenous Independent Candidacies. regarding the Election of City Councils.

In the same sense, the Support Guides for the Classification of Votes in the Special Session of Counts of the District Councils were approved, which, it was said, have the purpose of providing these Deconcentrated Bodies with the appropriate tools to carry out the correct distribution of votes.

Report on the Conditions that keep all the Electoral Warehouses of the District Electoral Councils of the State Electoral Institute of Hidalgo

During the same Session, the Report regarding the conditions of the Electoral Warehouses of the 18 Deconcentrated Bodies was reported, which provides details on the state of the electoral warehouses and spaces intended for the safekeeping of the electoral materials of the District Councils.

Regarding the verification carried out by the Executive District Boards of the National Electoral Institute (INE), it was reported that the 18 Electoral Warehouses were verified in a pertinent manner; these visits, it was said, were carried out on 01 to March 11, 2024.

As a result of these inspections, it was reported that the 18 Electoral Warehouses designated to safeguard electoral documentation, particularly after Election Day, have the necessary conditioning and equipment, thus guaranteeing security, especially of the electoral ballots, for the Provincial Elections. Local and City Councils.

Regarding this point, it was explained that, according to the documentation provided by the Political Parties and the Common Candidacy, the requirements derived from the approvals of ad precautionary records were met. Likewise, it was reported that the Executive Areas of this Electoral Institute, responsible for reviewing compliance with the corresponding requirements, determined that 12 ad precautionary registries met the requirements established in the corresponding Registry Approval Agreements.

In relation to the Owner Candidacy approved ad cautionm of District 18 based in Tepeapulco proposed by the Labor Party, it was reported that the applicant presented her resignation on April 3, 2024 and as a result, the Labor Party has requested the corresponding replacement , which has placed the application as Reserve.

On the other hand, regarding the Candidacy Owner of Position 11 of List “A” of Proportional Representation also of the Labor Party, it was reported that the person nominated did not comply with the requirement made, so the General Council proceeded to make a ruling. about.

In relation to the previous point, it was reiterated that, as a result of the verification carried out by the executive areas of this Institute, C. Francisco Antonio Flores Bastida was not registered in the National Registration System of Precandidates and Candidates of the INE , despite the documentation presented at the time. Derived from this, it was concluded that the request made was not attended to as requested within the period established for it, consequently, the warning made was made effective and therefore, the registration of the candidacy of C. Francisco Antonio was cancelled. Flores Bastida, from position 11, owner of List “A” for the Principle of Proportional Representation of the Labor Party.

Lastly, given that the aforementioned nomination was not assigned to any priority attention group, said position cannot be reserved, therefore, it is not appropriate to make a substitution or nomination by the Political Party.
