Dog breeding farms, dog meat slaughter and distribution dealers, restaurant owners, etc. must report their facilities and business details to the head of the local government, and the state or local government is also required to support the reported business closure or change of business.

However, the ban on breeding, slaughter, distribution, etc., and the provisions on penalties for violations, will come into effect three years after the promulgation of the bill. There is a grace period for punishment.
