In the article, Rep. Kim pointed out that in July 2014, the Constitutional Court ruled that the referendum was inconsistent with the law, saying that there was a problem with the ‘residence vote abroad’, and that it lost its effect from 2016.

In addition, in that Article 72 of the Constitution stipulates that “important policies related to foreign affairs, defense, unification, and other national security may be submitted to a referendum,” this claim is ignorant or He pointed out that it is only an extra-constitutional argument.

In response, Rep. Ko said, “This is the current situation regarding the referendum,” adding, “If you still want to ignore the law and push forward recklessly, there are various first-class security documents including the NSC. do,” he emphasized.
