Counselor Hanafi Jabali
Books – Nashaat Ali:
At the beginning of the plenary session of the House of Representatives, Counselor Hanafi Jabali, Speaker of the House of Representatives, referred a republican decision on an international agreement to the Constitutional and Legislative Affairs Committee. The Speaker of the House also referred 3 draft laws submitted by the government, including accelerating bonuses, to the specific committees of the House to study them and prepare reports on them, which are :
1- Decision of the President of the Arab Republic of Egypt No. 24 of 2024 approving the exchange of letters for the smart energy project within the Novi program – the axis of the link between water, food and energy projects – for the benefit of the Ministry of Electricity and Renewable Energy, and it was referred to the Constitutional and Legislative Affairs Committee.
2- Draft laws submitted by the government:
– A draft law submitted by the government amending some provisions of the Income Tax Law promulgated by Law No. 91 of 2005, and it was referred to a joint committee of the Plan and Budget Committee and the Office of the Constitutional and Legislative Affairs Committee.
– A draft law submitted by the government amending some provisions of the Traffic Law promulgated by Law No. 66 of 1973, and it was referred to a joint committee of the Defense and National Security Committee and the Office of the Constitutional and Legislative Affairs Committee.
– A draft law submitted by the government to accelerate the due date for periodic bonuses, grant a special bonus to those not covered by the Civil Service Law, increase the additional incentive for state workers, establish a special grant for workers in public sector companies and the public business sector, increase civil and military pensions, and amend some provisions of the law regulating members’ affairs. Medical professionals working in entities affiliated with the Ministry of Health and Population who are not subject to special laws or regulations issued by Law No. 14 of 2014, amending some provisions of the Social Insurance and Pensions Law issued by Law No. 148 of 2019, and amending some provisions of Law No. 212 of 2020 amending some provisions of the Education Law issued By Law No. 139 of 1981 and Law No. 103 of 1961 regarding the reorganization of Al-Azhar and the bodies it includes and the establishment of the Social Welfare Fund for teachers in educational professions and their assistants in education, teaching and technical education and Al-Azhar Al-Sharif, amending some provisions of Law No. 18 of 2023, and amending some provisions of the Education Law promulgated by Law No. 139 of 1981, and amending some provisions of Law No. 103 of 1961 regarding the reorganization of Al-Azhar and the bodies it includes.
It was referred to a joint committee from the Manpower Committee, and the offices of the Plan and Budget Committees, Defense and National Security, Religious Affairs and Endowments, Education and Scientific Research, and Health Affairs.
