FIFA and the International Football Association Board (IFAB) adjusted the soccer regulations in search of improving the game and giving greater clarity to the judges, by modifying certain rules, which came into force from this month of July. Among these novelties, one that generates a lot of controversy stands out, that of the behavior of the goalkeepers in penalties.

Analysts say that they are technical modifications, as argued by the former Fifa referee and arbitration analyst, Óscar Alexis Gutiérrez. “The changes were made according to situations that have been occurring in the last two years and more as guidelines for the referees.” Gutiérrez adds that the idea is to clarify controversies.

“There is one that talks about when there is an outside person on the field and a goal is scored. Many times before the ball enters, the players from the line start to celebrate and the rivals say that the goal should be canceled because there was an invasion of the field, then it was clarified that it should be canceled in case any of the people who are outside the field intervene in the game. So, that controversy is over and there are no gaps”.

A second change refers to the offside when a defender, voluntarily or involuntarily, passes the ball to an attacker and this is enabled. “Now they clarify that if it is a rejection that saves a goal situation in which the defender does not have control of his movements, he cannot enable the opponent who is out of place.”

It is also specified that when a player commits a penalty he is not sent off so easily. “Whenever the referee sees that the defender wanted to challenge for the ball, even if it is the last man, he must reduce the disciplinary sanction. In that action, for example, it would no longer be red but yellow”, explained Óscar Alexis.

Likewise, before it was regulated that when it was not possible to identify a person from the substitute bench who committed an infraction, the one who received the sanction was the coach. “They already clarify that it was a player who committed the offense and cannot be identified, that measure cannot be taken.”

Regarding the modification that was made due to the behavior of the Argentine goalkeeper, Dibu Martínez, in penalties, the goalkeeper can simply no longer distract the shooter. “That is unsportsmanlike conduct and judges are told to be more drastic with this type of attitude.”

Óscar Alexis also explains that the minutes taken to celebrate the goals must now be added to the official time. “Let everyone know that in each period you have to add those minutes.”

For his part, the FIFA referee, Wílmar Roldán, assured that the changes are superficial. “Everything that the IFAB decides is for the benefit of the sport, so that it is cleaner, safer and that there is inclusion, that it does not generate controversy, uncertainty or controversy.”

Roldán explained that the most relevant concerns the goalkeepers. “They already have to behave in a proper way for the sake of Fair Play and respect for the game.
