I would like to start with the factor that triggered your assumption of the ministry: Juan Silva. To date, it has been 40 days since there has been. How much longer will it be?
The justice system is working and the Police as an organ of judicial assistance as well. We must have faith that things will turn out as they should.
Has a deadline been set to find the capture?
This is a very broad and complicated sector, it has many tasks. As I said in Congress, there are more than 1,100 requisitions. However, I understand the relevance of the person you are asking me about (…). But talking about deadlines would be irresponsible of me.
But what concrete actions have already been taken?
We have reinforced and will continue to reinforce the intelligence teams. We are willing for the operational bodies of the Police to work with greater care and zeal, and that is what we are working on. In the field of Intelligence, the results require time, determination and possible care. We are working on it. And, in addition, we are working with the best men in that sense.
We had a political leader, but what about the operations? Inspector opened an investigation. Which it was the result?
Everything that has to be investigated internally, both with the Inspectorate and with Integrity, are procedures that, as a good lawyer, have their times.
But the deadline was 30 days…
The conclusions are in charge of the corresponding bodies. But what the citizens and the Police must be clear about is that I am not going to hunt witches. What interests me is that it works. Do not put yourself in the plan of finding responsibilities where there are none. What yes, the clear and concrete disposition from my office is that you have to work with much more care and zeal, both in the search and in the investigation.
How does this rapprochement with the president come about?
I have talked to him on previous occasions. He immediately made me the proposal, I accepted. And I accepted mainly because it was a challenge, we live in the midst of a whole situation of political tension and the situation demands a special effort; so I have come to that, to try to facilitate dialogue between the different political forces, to try to reconcile what has to be reconciled, to disagree on many things too, but with due respect, and to try to give dynamism to this such a complicated area.

I firmly believe in institutions. And just as I believe in them, I also believe in the principles and values that govern our system. Along these lines, I also deeply believe in the presumption of innocence. And the reason why I also accepted has to do with the fact that I am convinced that the State cannot stop, regardless of any questioning that there may be to one or another high official.
Do you believe in the innocence of the president?
I am a statesman and I believe in institutions. And, along the same lines, in principles such as the presumption of innocence.
Has the president given you his word that he will not intervene in your work?
The president has given me complete freedom to work.
What if they trip your work? Do you have your resignation letter ready?
Well, so far I haven’t had any problems…
Will we have another fugitive linked to the presidential circle in his administration? The president’s sister-in-law did not go to the Prosecutor’s Office on Monday, there is a risk…
What I could recommend to all the people who have some pending matter, whether as witnesses, investigated or in whatever nature, that the most convenient thing is to attend, give the statements.
Can you give your word that there won’t be another fugitive?
What I can assure you is that I am going to work because this sector works and that our Police do the best job possible to guarantee the fight against insecurity and, it is true, that also in the case of people persecuted by justice they can be held accountable to she.
Do you agree with reducing criminal responsibility from 18 to 16 years?
The law cannot be isolated from international instruments, but above all it can never, not even through the legitimate persecution of inappropriate and illegal conduct, put at risk the tranquility and the rights –which is the most important thing– of adolescents.
But it is a proposal from the Executive…
That is why it will have to be discussed and the decision that is made will be made. (…) This Interior sector and the Police intervene as a last resort when the problems can no longer be solved. In the face of structural and social problems, we cannot pretend that with repression or penalizing everything will be solved. Yes, I think it is necessary to have defined rules and be drastic, but this is also a cross-cutting problem.
His predecessor, Senmache, said he wanted to fight crime by taking El Salvador’s president, Bukele, as a reference. Do you have those references?
No, I am not an admirer of Bukele. It’s the only thing I can tell you.
