Municipal Council of Brussels Bans Purchases from Israeli Settlements: Impact on Public Procurement

The Municipal Council of the City of Brussels unanimously adopted a motion on Monday evening aimed at preventing the purchase via the public procurement procedure of products from Israeli settlements. The MR and the N-VA abstained.

According to the First Alderman, Benoît Hellings (Ecolo), it appears, after verification at the City Purchasing Center and Brussels Kitchens, that no product in store in these entities currently comes from Israeli colonies.

The PTB, which supported the majority motion, had tabled a proposed motion aimed at severing economic and political relations as long as Israel does not respect International Law.

The college proposed a text more focused on the City’s skills, namely purchases by it, via public markets. These generate expenses of around 70 million euros per year for the central municipality of the capital.

The motion asks the college of mayor and aldermen to ensure, in the provisions of public contracts, that these do not benefit companies working in conditions that do not respect international law, human rights, environmental law, social and work.

According to Benoît Hellings, this may therefore concern other parts of the world.

The motion also explicitly asks to provide for recognition of the candidate or bidder the possibility of providing evidence in order to certify that the measures he has taken are sufficient to demonstrate his reliability.
