Review of soundproofing reinforcement support for existing homes and conversion to financial assistance

The Ministry of Land, Infrastructure and Transport announced on the 11th that in order to reduce inter-floor noise in apartment complexes, it will promote a ‘inter-floor noise resolution plan’ that mandates supplementary construction when inter-floor noise standards are not met and disallows completion of construction if the standards are not met.

Currently, if a newly built apartment complex does not meet noise standards, the construction company can choose between supplementary measures and a recommendation for damages.

The Ministry of Land, Infrastructure and Transport has decided not to issue completion permits for future apartment complexes if they do not meet noise standards. Construction companies are required to carry out supplementary work until they meet noise standards, and can only receive a completion permit when they meet the standards.

Inter-floor noise measurement will be conducted even in the mid-construction stage to strengthen quality control, and the number of households inspected will be expanded from 2% to 5% of the current total size.

In exceptional cases where damage to residents is expected, such as long-term occupancy delays, compensation for damages may be substituted for supplementary construction. However, when compensating for damages, it was decided to disclose the test results to the public to prevent damage to lessees and future buyers.

For existing homes, the ongoing floor soundproofing reinforcement support will be strengthened.

Currently, we are discussing with relevant ministries a plan to convert the loan business to run in parallel with financial assistance and to reasonably improve the support amount and interest rate for the loan business. However, since next year’s budget is currently under deliberation by the National Assembly, it will be reflected in the next budget.

Public housing built by Korea Land and Housing Corporation (LH) will be fully implemented with a grade 1 floor structure.

The floor thickness, currently 21 cm, will be increased by 4 cm to 25 cm, and through the use of high-performance cushioning materials and construction management, the ‘level 1 level inter-floor noise standard’, which is four times stronger than the current level, will be applied to all public housing from 2025.
