One girl out of 4 enters preschool in rural areas (Zakoura Foundation)

Launched in 2015, ANEER is a program whose main objective is the generalization of preschool in the most marginalized rural areas of the country. The Zakoura Foundation conducted an impact study of the model during the period 2016-2021.

The results of this impact study show the following main achievements:

– 65 units implemented in ten regions;

– 20 MDH of funds raised for educational equity;

– 163 trained educators recruited;

– 23 rural municipalities covered;

– 11 units implemented per year and two educators per unit.

During this same period, ANEER also enabled the training and supervision of 16,000 children, including 8,014 girls (50% of beneficiaries). Either on average 2,600 children integrated per year.

The results show a level of appropriation of learning outcomes of 70%. This rate is 74% for the level of appropriation of behavioral skills. The average absence of children is 0,6%. The rate of parents convinced by the added value of community preschool is 95%. The rate of adoption by parents of good educational practices is 93%.

The impact study consists of adopting a participatory approach, involving all stakeholders: parents, educators, operational and educational teams, management teams, teachers and associations, notes the Zakoura Foundation.

The study encompassed three phases: a documentary analysis phase of public policies, studies, activity reports, statistics… A qualitative phase with 36 semi-structured interviews and a quantitative phase with the consultation of 52 parents, 39 associations and 50 educators. “An approach with a view to providing an objective and multidimensional reading of the educational, psychosocial, economic and community benefits expected from the implementation of the 65 units at the national level”, explains a press release from the Foundation.

The study is structured around four main implementation levers: child development, support for positive parenting, community cohesion and unit management. It is also a matter of carrying out a critical analysis of the operating mode in order to identify the axes of success and the areas of fragility to explore new avenues of resilience of the current model.
