Dr. Yasser Mahjoub, Director of Waste Sector Restructuring at the Ministry of Environment, revealed the details of approving the executive regulations of the new waste management regulation law, which was issued by the Prime Minister a few days ago.
Mahjoub said, in televised statements, today, Monday, that the executive regulations of the law came to lay the foundations and rules on the basis of which cleaning fees will be estimated in the new system.
The Director of Waste Sector Restructuring at the Ministry of Environment added that in the situation applied so far, cleaning fees range from 3 to 10 pounds on electricity bills.
He continued: In light of the new legislation, there is only one entity to which the citizen will pay cleaning fees, regardless of the mechanism for collecting them, whether through electricity bills or otherwise.
He pointed out that the cleaning fees will not be applied from tomorrow, saying: With the start of the issuance of the law and the executive regulations, there was talk about the start of implementing the new fees from tomorrow, and this is a wrong matter.
Mahjoub continued: What happened is aimed at restructuring the system, unifying financial resources and directing them to the private sector in order to be able to implement a good system that is reflected in the cleanliness of the streets and the collection of residential and commercial units, so that the citizen feels a difference on the ground.
He pointed out that the cost of the system will be borne by the state, the bulk of it, and the citizens will not be charged, explaining: The citizen is currently paying the contractor who comes to him and pays again on the electricity bill.
He pointed out that the state will provide a set of incentives for companies operating in the system, especially as it depends on the private sector and civil society.
He concluded: The important thing is also to legalize the status of the informal sector and include it in the formal system. The law expressly stipulates that the private sector must be included within the system.
