Pakistan and China sign 11 education and skills cooperation agreements

Pakistan has secured 11 cooperation agreements and 14 distinct skills and education projects with Chinese institutions during a high-profile diplomatic push in Beijing. The Nation reported that the developments unfolded during Prime Minister’s Youth Programme (PMYP) Chairman Rana Mashhood Ahmad Khan’s visit to China from October 27 to November 3. The sweeping educational pacts focus heavily on expanding international qualifications, technical training, and direct employment pipelines for young Pakistanis.

At the 27th China Annual Conference and Expo for International Education (CACIE 2026), Pakistan recorded the highest number of signings among all participating countries.

Institutions Forge Partnerships Across Advanced Technical Disciplines

The newly forged partnerships span a diverse array of advanced technical disciplines. Institutions from both nations have established formal frameworks covering mechatronics, green energy, mobile communications, nursing, modern agriculture, cross-border e-commerce, and international skills certification.

The PMYP directly brokered three of these 11 agreements. Among these primary arrangements are those featuring Peili Vocational College, Jilin Electronic Information Vocational and Technical College, and the China Global Professional and Technical Certification Center. The remaining eight agreements decentralize implementation across Pakistani academia and vocational authorities, engaging the University of Lahore, Ghazi University, NUTECH Karachi, Preston Institute of Management Science and Technology, and the Punjab Technical Education and Vocational Training Authority (TEVTA) alongside various Chinese vocational partners.

Complementing the paper agreements are 14 flagship infrastructure and training initiatives unveiled during the visit. These include an International Nursing Talent Training Base, a Cross-Border E-Commerce Talent Training Base, Pakistan Tiangong College, a Joint Teacher Training Centre, and newly minted committees dedicated to Industrial Robotics and Electronic Information Engineering.

Academic preparation is already translating into practical execution. Jilin Electronic Information Vocational and Technical College has trained 10 Pakistani faculty members and is slated to enroll 15 Pakistani students in its Chinese language program beginning this November.

“Every student enrolled, and every teacher trained is a step towards a stronger, more skilled Pakistan,” Rana Mashhood noted regarding the scope of the human capital initiative.

Aligning Workforce Development with Infrastructure Realities

Employment opportunities tied to the country’s broader physical infrastructure are moving in tandem with the educational agreements. China Railway Group Secretary Han Hui flew to Pakistan on the same day as strategic discussions concluded with the PMYP chairman, setting the stage for on-the-ground work on skills training linked directly to the Main Line-I (ML-1) railway upgrade.

This workforce alignment mirrors the broader evolution of bilateral ties. As noted by Radio Pakistan, former diplomat Amb. A M Shahid emphasized that the friendship between the two nations has steadily matured into a strategic partnership anchored by economic collaboration and the China-Pakistan Economic Corridor (CPEC).

Parallel high-level political engagements in Islamabad underscored the depth of this diplomatic architecture. Liu Haixing, minister of the International Department of the Communist Party of China’s Central Committee (IDCPC), held extensive talks with Prime Minister Shehbaz Sharif and Field Marshal Syed Asim Munir, Dawn reported. During these meetings, leadership from both sides reaffirmed their commitment to institutional linkages and regional stability.

Leaders Launch Green Power Base at Multilateral Forum

The diplomatic itinerary also featured multilateral outreach. To foster expertise in sustainable energy, Rana Mashhood teamed up with TANG International Education Group, Thailand’s Office of the Vocational Education Commission (OVEC), and the China Electricity Council to jointly establish the International Green Power Talent Development Base. He also addressed the Belt and Road International Forum on Industry-Education Cooperation, advocating for tighter alignment between vocational curricula and actual market demands.
