The Constitution of the Communist Party of China stipulates that whether it is “electing the Central Committee” or “amending the Party’s Constitution” and other agendas, they can only be “the authority of the Party’s National Congress”, which means that whether it is a member of the Central Committee or an alternate member, All must come from the National Congress.

Gao Xin said that even Mao Zedong first arranged for Jiang Qing to join the “Congress Presidium” at the Ninth National Congress of the Communist Party of China in early April 1969, and then made him a member of the Ninth Central Committee in accordance with the procedures stipulated in the Party Constitution.
