Preventing the Spread of Bedbugs in Schools and Boarding Houses: Strategies and Measures

It all started from a double question asked to the Minister of Education, Caroline Désir (PS), by the deputies François Desquesnes (Les Engagés) and Matteo Segers (Écolo), last Tuesday in Parliament, question entitled: “Situation in schools and boarding schools against bedbugs”, a scourge which has already turned France upside down.

Stress and discomfort

“Without being alarmist, worrying elements must attract our attention: the geographical spread of the phenomenon and the fact that bedbugs can cause unpleasant bites, itching and sleep problems. They create an uncomfortable and stressful environment for the people who are victims and, in this case, for teachers, students and the educational world in general,” said Mr. Desquesnes.

Mr. Segers focused on these educational establishments, in Belgium as in France, which must find solutions to prevent the spread. “Measures must be taken (…) According to several experts, sooner or later we would have to face such an invasion in Brussels and Belgium. The school community has already alerted us to interventions. An establishment in Saint-Gilles sent letters to parents to inform them of the health procedures to follow, without specifying either the extent of the problem or the method used to deal with it. »

Competent minister

In short, both wanted to know what Minister Désir intended to do, what strategy she was going to implement… Except that the minister could only answer them this: “For the adoption of possible protocols and prophylactic measures, I refers to my colleague Bénédicte Linard, the competent minister for preventive medicine services for children, pupils and students. As Minister of Education, I do not have the administrative services capable of adopting preventive measures. In addition, I imagine that some parents of students in Saint-Gilles have received a letter, because the PSE services (health promotion at school) and the PMS centers of Wallonia-Brussels Education (WBE) have taken preventive measures. »

The response greatly displeased the two deputies. If Mr. Desquesnes sits in the opposition, Mr. Segers is in the majority and he is also Green like Minister Linard. “Whether or not a school principal decides to act does not depend on the PSE services, but on the recommendations given to them. You must pass on these recommendations. You can’t just refer the problem to PSE services! »

Bedbugs are not scabies

Minister Linard hits the nail on the head: “Bed bugs are not a problem solely linked to schools, we are on a general, and therefore regional, public health level,” her spokesperson tells us. . “This does not fall within the scope of action of the PSE and boarding schools are also managed by the regions and therefore by Aviq in Wallonia. Furthermore, bedbugs are not part of the listed communicable diseases, which include scabies for example, so the PES are not on the front line, unlike the Aviq hygiene services. »

We learned that in the Saint-Gilloise school, it was indeed the PSE which intervened. In short, the controversy does not seem to be over…
