Regulation Requested by Fuerza del Pueblo Party to Avoid Misuse of State Resources in Municipal Election Pre-Campaigns

The Fuerza del Pueblo (FP) party asked the Central Electoral Board (JCE) to “issue a Regulation” to regulate the participation of pre-candidates who are civil servants, or public and municipal employees in order to avoid the use and abuse of state resources, during the recently started pre-campaign for the municipal elections of February 2024.

The main opposition organization in the country made the request in a petition signed by the Political Delegate, Manuel Crespo, and the Technical Delegate before the Elections Directorate, José Manuel Hernández Peguero.

“We consider it appropriate that said requested regulation establishes, among other provisions, the express prohibition of said candidates to dispose of funds and public goods under their administration or direction in any way, including the use of physical areas and spaces,” says the document.

Also, that prohibits public officials or employees of State agencies and municipalities from using the equipment, materials, instruments and personnel belonging to the institution or state body to which they provide their service.

In addition, the regulation set the prohibition of carrying out inaugural acts of public works and social or community support programs; of activities or demonstrations of a proselytizing nature in favor of his candidacy, his party or related parties.

The organization led by former President Leonel Fernández also asked the Central Electoral Board (JCE) to prevent the official who is a candidate from hindering the freedom of propaganda, assembly or activities of the candidates of the opposition parties.

“We believe it appropriate that the regulation issues special and complementary instructions to the Specialized Financial Control Unit to effectively supervise and guarantee the non-use of public funds and assets of public entities or bodies whose owners, officials or employees are pre-candidates and of those who promote their political affiliations”, indicates the instance.

The organization recalls that the JCE has the power to organize, administer, supervise and arbitrate the internal processes for the selection of pre-candidates or candidates for positions of popular election and to take the measures that guarantee said powers, as provided in article 20 and others of Law 20-23 of the Electoral Regime.
