Bassirou Diomaye Faye has instructed the Prime Minister to propose a revision of the legal and institutional framework for the prevention and management of road accidents, as well as an update of crisis and rescue organization mechanisms.
Overhauling National Crisis Response and Road Safety
During the Council of Ministers meeting on Wednesday, October 28, 2026, President Faye placed civil security at the core of national priorities. The requested review requires concertation among the ministries in charge of the Interior, Territorial Communities, and Solidarities. Officials aim to strengthen the coordination of interventions and the efficiency of rescue mechanisms.
This push for reform directly complements ongoing structural changes within the Brigade nationale des sapeurs-pompiers (BNSP). The executive branch has insisted on accelerating the Transformation Plan for the BNSP. A central mandate requires that every department possesses an operational fire and rescue company.

Securing Diamniadio Ahead of Dakar 2026
These policy directives build upon the inauguration on October 24, 2026, of the 15th Fire and Rescue Company stationed within the urban hub of Diamniadio. Opened ahead of the Youth Olympic Games (JOJ) Dakar 2026—scheduled to run from October 31 to November 13—the Diamniadio barracks serves to contribute to the securing of competition sites, accommodation areas, and primary transit corridors for the Games.
Beyond the immediate demands of the international athletic games, the installation provides protection for an urban center that encompasses ministerial spheres, sports facilities, an industrial park, a hospital, and transport infrastructures. Furthermore, the facility reinforces the security coverage of the Blaise Diagne International Airport and the refinery of the Société africaine de raffinage (SAR).

Expanding Territorial Infrastructure Toward 2035
The new station in Diamniadio forms part of a project led by the Ministry of the Interior and Public Security for the 2025–2029 timeframe. Following implementations in Keur Massar, Goudiry, and Ndiaganiao, the BNSP plans to construct 187 barracks by 2035, with 80 slated for the 2025–2029 period. This was announced by Colonel Papa Ange Michel Diatta.
This territorial grid expansion aligns with the Agenda national de transformation Sénégal 2050, aiming to strengthen access to emergency services across the national territory, including in border and insular zones. By integrating digital interconnections between barracks and developing the medicalization of rescues, the authorities intend to improve coordination and the efficiency of interventions.
