O Windows 11 displays an error that prevents the opening of screen capture mode. also known as “Biopsy Tool”the resource of Windows screenshot causes a crash for several users of Microsoft’s newly released operating system. The error is widespread and has been reported by many users on Microsoft Community Forums, Feedback Hub, and on social media.
When you try to open capture mode using the command “Win + Shift + S”, many get the message “This app can’t open – a problem with Windows is preventing the screenshot from opening.” Upgrading your PC can help fix it. At first, the error was thought to be related to Windows 10 to Windows 11 upgrade process. However, after some testing, the source was found to be related to expired certificates.
Snipping Tool has a bug on Windows 11
Last weekend, Microsoft’s digital certificate expired and caused multiple Windows applications to crash for multiple users. The bug caused the message “This application cannot be opened” was displayed and in the case of the “Snipping Tool”the following Windows recommendation is displayed:
“A problem with Windows is preventing Screen Snipping from opening. Refreshing your PC can help fix it. (‘A problem with Windows is preventing the screenshot from opening. Updating your PC may help fix it.’)”

Reports and Symptoms
The screenshot tool may crash and close the app, but when it does, the user clicks the button ” New “ (New) to capture the screen. It is important to point out that this failure only occurs with Windows 11 users, machines with Windows 10 do not show bugs in the Snipping Tool.
A Windows Feedback Hub user said:
“Since upgrading to Windows 11, Snipping Tool does not work even after uninstalling/reinstalling. The error is “A problem with Windows is preventing the screenshot from opening”. Upgrading your PC may help solve this problem.’
When you give the command ‘Win + Shift + s’, nothing happens. When you try to open the app through the search bar, a message appears saying “A problem with Windows is preventing the screenshot from opening”. Upgrading your PC can help fix this problem. Everything is up to date’.”
One of the Microsoft support people confirmed the bug mentioned above saying:
“This is an ongoing issue that will soon be resolved.”
Step 01: To fix the Snipping Tool error, the easiest way to fix this bug is to follow the steps below.
Step 02: Click on the Windows flag in the taskbar and select “Settings”
Step 03: With the Settings window open, select “Time & Language”
Step 04: If the “Set time automatically” option is activated, deactivate it and click on the “Edit” button.
Step 05: Change the date to October 31, 2022 or earlier. Then put it back to the current date.
The above procedure should fix the problem for the vast majority of Windows 11 users. However, if you still cannot access the snipping tool, follow the instructions below.
Step 01: Navigate to the “Windows.old” folder (Follow this path: Windows > System32)
Step 02: In the System32 folder of Windows.old, you will find access to the Snipping Tool via the executable file “SnippingTool.exe. »
