Social dialogue: a clear political success for Akhannouch

Three days after signing a social pact with the unions, Aziz Akhannouch brought together six members of his team to begin its implementation. It was a veritable mini-council of government which thus met on Wednesday, during which it was a question, in addition to mobilizing the funds necessary to concretize the terms of this agreement, of developing a roadmap for the next steps for social dialogue. That resumes from next month for the second round of negotiations, explains the weekly Eco Life in its edition of Friday, May 6.

According to the weekly, which devotes a file to this subject, it was also a question, during this meeting, of putting in place all the support mechanisms necessary for the institutionalization of social dialogue.

In addition, the government is now starting preparations for the next meeting of the High Authority for Social Dialogue, scheduled for September. It was also agreed that the government would set up thematic working commissions responsible for monitoring and implementing the various components established in the new agreement.

The signing of the social agreement on April 30 is in itself an event, underlines the weekly. It is the first time in the history of Morocco that a government, barely installed, has succeeded in bringing the unions to conclude a social agreement of this magnitude.

We must not forget that the government of Aziz Akhannouch insisted on concluding this social agreement, with its financial implications for the State Budget and the cash flow of companies, in an exceptionally difficult national and international situation. After two months of negotiations therefore, continues Eco Lifeand the effective involvement of several ministerial departments, the three social partners have finally signed this agreement.

The approach itself, believes the weekly, deserves great attention. For the first time in fact, and on the initiative of the head of government, a ministerial delegation went to meet the unions, at their own headquarters. These are certainly the three most representative trade union centres, but that does not mean that the others have been completely ignored.

On the contrary, the government first started by hearing the point of view of all the trade union centers before taking action. Through this process, the government wanted to establish a climate of trust while demonstrating a large dose of good faith. The fact of bringing together, a few days after the signing of the agreement, a team from his government to begin the implementation phase of this agreement is ample evidence of this.

Beyond the concrete measures, some of which will be implemented in less than two months, the social pact is innovative in several respects. This leads some political analysts to say that this is a clear political success that the head of government has just won by signing a social pact of unprecedented scope, with the institutionalization of social dialogue, progress in terms of labor legislation work and numerous concrete measures in favor of workers.
