At the beginning of the meeting, Mikati said: “Despite the difficult financial reality of the treasury, we have sought and are still striving to provide all the capabilities of steadfastness and continuity for workers in the public sector, who constitute the main nerve of the state.”
He pointed out that “the strike over its eligibility and legitimacy is not a sustainable solution, because it paralyzes all the joints of the state and stops the revenues that guarantee the improvement of social conditions and the increase of salaries,” and said: “Therefore, we will remain in the same cycle.”
He added: “In our last meeting, we took a series of decisions commensurate with the financial reality and the available capabilities, and we will try in today’s meeting to approach new ideas, so that we may reach a solution acceptable to everyone, but meeting the demands at once is impossible and causes a broader collapse of the situation, and we are not in this.” .
At the end of the meeting, Bayram read the decisions, and said: “A meeting of the ministerial committee related to the management of the public facility was held in an emergency, headed by the Prime Minister, and there was an extensive scientific discussion based on frankness and the reality of state finance, away from populism and outbidding, affirming unanimously the eligibility and legitimacy of the demands of the public sector. In all its categories, but achieving the ceiling of these demands in its entirety requires providing the necessary imports for this, and this can only be done through the collection of imports, which assumes the management of public utilities on the one hand, and this is what ensures the attendance of employees, and the approval of the budget on the other hand. It will be approved soon.”
He added, “Waiting, the following principles and criteria were agreed upon:
Equality in dealing with workers in all public utilities, regardless of their diversity, without any discrimination or exception, and any exception that occurred in the past days has been stopped.
– Confirmation of the management of public utilities and the service of citizens, in the primary and sure interest of the employees themselves to ensure the regularity of their salaries.
– Be keen on constructive scientific discussion and not to give the employee or the citizen one hand and withdraw what was given from him with another hand.
Confirmation of a comprehensive solution that will be through approving the budget, after the Ministry of Finance pledged that it will complete the financial schedules related to this in order to secure everything requested by the Finance and Budget Committee, reaching its rapid approval, in addition to the rapid approval of draft laws that secure a wide and very important basket of imports. In more than one vital facility.
In view of the foregoing, and as a temporary solution, the following has been approved:
Paying the previously prescribed social assistance, which was half a salary for the months of May and June.
Issuance of an exceptional decree requiring the payment of new social assistance equivalent to a full salary every month, starting in July, and those who were included in the Cabinet’s decision previously issued in this regard benefit from this.
– Consider doubling salaries after approving the budget and in light of the revenues that will be collected.
Giving a daily transportation allowance for actual attendance of 95 thousand pounds.
Referring to the inclusion of the law proposal related to opening an additional appropriation to feed the budget items, the payment of the differences in the required transport allowances, which were 64,000 and were not paid to employees in general, and these entitlements will be given retroactively as of last March.
Connecting all of the above to attendance for at least two days to secure imports and people’s interests.
There is a note that the educational sector, the Lebanese University, or, for example, the judges who are subject to judicial rotation, these meet the attendance of the two days and are now on an official holiday, and therefore the decision applies to them.
He added: “All of the foregoing is related to both what was announced in the presence of employees according to what was previously stated, and we have shared with many experts who stressed the need not to fall into mistakes that occurred previously through the populist method. Today’s position is a responsible position not to discriminate between employees. In the public sector and giving one sector without the other, because this causes confusion. We ask the employees to take responsibility in this context. In response to a question, Minister Bayram said: “The financing of this aid that we announced is insured, so giving a secure salary is currently, but the basic funding will be with the budget that will allow us to have a basket of imports, because there are very important outlets for fees that do not directly affect the citizen and have been carefully selected To secure large imports and enable us to later adjust and double salaries, and this is a right to a decent living for the employee who is the son of this state.
In response to a question, he said: “A special decree will be issued with these decisions starting from the first of July, and we will give the increases pending the approval of the budget. The President has spoken and announced that we will not be satisfied with an additional salary, but in light of the availability of imports, we will move to more than doubling the salary.”
Regarding the position of the Banque du Liban on this issue, he replied: “It has nothing to do with this issue.”
And about the public sector’s approval of these decisions, he said: “We are frank, and this is the position of the committee, according to the data that we have in front of us. Working through the shift that we call for, there is a danger to the salaries, we are honestly frank with our family, our sons and our loved ones, we will not abandon them. We have contacted experts and warned us against doing an incomplete pedal.”
In response to a question, he said: “Access to these submissions is linked to the employee’s attendance.”
As for Minister Bushkian, he described “the decisions of the interim step as a bridge to the next stage that is being worked on, and for this reason I kept the meetings open because we do not want to enter a stage of inflation and deficit.”
