Kuwait: A draft law aimed at banning expatriate bachelors from living in special residential areas in Kuwait has been submitted to the cabinet. The draft law was prepared and submitted under the leadership of Fahd Al-Shaula, Minister of State for Municipal Affairs and Communications Affairs. The draft law was handed over following approval by the Fatwa and Legislation Department.
One of the key provisions of the proposed law is banning non-resident bachelors from renting residential units or parts thereof in the family residential and private housing sectors. Also the provision states that if the accommodation owners rent the houses to persons not covered by this prohibition, they must provide a copy of the lease agreement to the municipality for approval by the regional mayor.
Tenancy agreements of those who grant accommodation to bachelor non-residents in violation of this rule shall be void. Also the landlords have to face legal problems too. Meanwhile, domestic workers are reportedly exempted from the scope of this law.
Only when the law comes into force will the details regarding the amount of penalty for the violators become clear. The maximum fine is between 1000 dinars and 5000 dinars. Fines will be imposed on landlords or those who violate the law and accommodate expatriates who are bachelors in family housing areas.
