Tencent and Visa Expand Partnership for Cross-Border Payments and AI Commerce

Visa and Tencent have expanded their cross-border payments and artificial intelligence commerce partnership in China, following recent regulatory approvals for U.S. financial institutions in the region, CNBC reported.

Strategic Growth and Operational Metrics

  • Tencent and Visa signed a memorandum of understanding to streamline cross-border payments, remittances, and AI-powered commerce across Tencent’s digital ecosystem.
  • The agreement follows the People’s Bank of China granting Visa approval this month to prepare for a domestic bank card clearing business after more than four decades in the country.
  • Neither company has disclosed the exact financial commitments or a specific timeline for rolling out the proposed initiatives, according to The Edge Malaysia.

Expanding Cross-Border Rails and Remittance Flows

Under the memorandum of understanding signed during the Global Digital Ecosystem Summit in Shenzhen, Tencent Holdings Ltd and Visa Inc (NYSE: V) plan to develop payment solutions that allow travelers to pay participating merchants through Tencent’s Weixin Pay and Visa networks. The arrangement builds on a cooperation history that began in 2019 when Visa announced plans to allow international cardholders to make payments through WeChat Pay in China. According to coverage from UA.News, the companies also intend to expand their remittance collaboration through Visa Direct, simplifying fund transfers from overseas users into the Weixin Pay ecosystem.

This payments push coincides with broader regulatory shifts in Beijing. Earlier in the month, the People’s Bank of China greenlit Visa’s preparations for a domestic bank card clearing business. Meanwhile, Citigroup Inc (NYSE: C) announced that it received approval from the China Securities Regulatory Commission to establish a wholly owned securities company in Shanghai, named Citigroup Securities (China).

Integrating Agentic Commerce and AI Payment Security

Beyond traditional card clearing and remittance, the expanded partnership targets agentic commerce—an emerging online shopping model where AI agents assist consumers in discovering, selecting, and purchasing products. Dowson Tong, Tencent’s senior executive vice president and CEO of its Cloud and Smart Industries Group, stated that the partnership combines Tencent’s artificial intelligence capabilities with Visa’s global network.

By making cross-border payments more convenient and exploring how Tencent Cloud’s AI and agent capabilities can complement Visa’s global network and expertise, we hope to create more seamless commerce experiences for consumers and new opportunities for businesses, Tong noted, as reported by The Edge Malaysia.

Elaine Chang, Group General Manager, Greater China, Visa, added that the collaboration aims to connect these emerging experiences to Visa’s global payment network while prioritizing security and consumer control. The technological integration extends Tencent’s international payments platform, Midas, which previously partnered with Mastercard on Click to Pay technologies in December to secure online transactions.

Regulatory Opening and Bilateral Market Access

The regulatory approvals arrive as Beijing continues to open select segments of its financial sector to foreign entities. The official said regulatory approvals were also part of an agreement reached by U.S. President Donald Trump and Chinese President Xi Jinping during their meeting in Washington last month.
