The Future of Affordable Electric Cars: Macron’s 100 Euro per Month Program

Promise kept. Included in the program of candidate Emmanuel Macron during the 2022 presidential campaign, the electric car at 100 euros per month will become a reality from January 2024. The gestation of this long-term rental mechanism will have been long, which is nothing surprising because the problem is complex. It indeed involves the commitment of several protagonists – the State, leasing companies, manufacturers – and raises delicate issues such as the resale value of the vehicle at the end of the three-year contract or the mechanisms to be deployed in the event of default of the beneficiary.

The President of the Republic, who is very keen on this project, the realization of which he announced the day after the close of COP28, can argue that social leasing has no equivalent anywhere. It is in line with a long tradition of the national automobile which has, since the 1950s, favored popular models even if it means renouncing the notion of French luxury finding a translation in the field of cars.

The mechanism unveiled on Thursday December 14 will be open to households whose reference tax income is less than 15,400 euros per unit. This threshold, which should make it possible to reach half of the least advantaged households, is identical to that which governed the allocation of the “fuel discount” in the face of the surge in prices at the pump in 2022.

Leasing has established itself as an essential instrument. Having become the main method of acquiring a vehicle by individuals, it appears to be the consequence of a drift – the disconnect between the price of new cars and the purchasing power of most consumers – well before the rise in the electric car regime, which currently accounts for 20% of the market. Today, paying rent as part of a long-term rental rather than purchasing a proper vehicle is not a choice. This is the only possibility of driving beyond one’s means, especially if it involves holding the wheel of a “watture”.

Cautious start

The mechanism announced by the President of the Republic has the merit of going against this general trend of rising prices, but it risks having an impact of limited magnitude. In 2023 it should only concern 20,000 registrations and will be reserved for those who drive at least 8,000 kilometers annually and/or live more than 15 kilometers from their place of work. In 2025, the government hopes to double this volume, which would, at best, represent just over 10% of the electric car market.
