The Future of the Ministry of Gender Equality and Family: Abolishment or Survival?

Minister Kim Hyun-sook, who claimed to be the ‘last minister of the Ministry of Gender Equality and Family’ on the premise of abolishing the ministry, held a transfer ceremony yesterday. It has been five months since she announced her resignation due to a disruption at the Saemangeum Jamboree in August last year. Due to the resignation of her successor Kim Haeng, her period as minister extended to 21 months. It is expected that the system will go to an acting vice-minister without naming a successor. The Ministry of Gender Equality and Family is an organization that President Yoon Seok-yeol pledged to abolish as his first presidential election pledge.

▷Is it going to be abolished or will it be maintained? The president’s thoughts are not understood. The Presidential Transition Committee excluded Pledge No. 1 from the 110 national tasks. When controversy arose about backing down on the pledge, the President asked, “Are you saying I lied?” and the Ministry of the Interior and Safety even presented a plan to abolish it a few months later. These days, the atmosphere in the Yongsan Presidential Office is ambiguous. It is said that the promise is alive, but whether it is implemented depends on the political situation after the general election. The acting vice-minister system is unlikely to be resolved, at least before the general election. Some interpret this as simply delaying the appointment of a minister until after the general election due to the burden of personnel hearings. In either case, even though it is the number one pledge, it is awkward not to clearly explain it.

▷Minister Kim’s quiet resignation is bitter because it seems like he is prevaricating state affairs. The Saemangeum Jamboree must clearly identify which government did what, what, and why. On the other hand, it should be considered a teacher. The Prime Minister’s Office had to step forward and conduct a detailed investigation into the Jamboree co-organizing committee chairs, including Minister Kim Hyun-sook and then-Minister of Culture, Sports and Tourism Park Bo-gyun, as well as Jeonbuk Governor Kim Kwan-young, who was the executive chairman. However, there was no comprehensive investigation at the government level. Instead, the Board of Audit and Inspection’s audit began in September, and it is said that the audit is still in progress, and there is no word on when the results will be released. There is a high possibility that ‘When No One Will Remember the Jamboree’ will be selected and secretly released after the general election in April.

▷If the government had been hesitant, the National Assembly should have taken action. In September, when the regular National Assembly began, the Minister of Gender Equality and Family and the Minister of Culture, Sports and Tourism were replaced ‘just in time’ and a cabinet reshuffle took place. There was no way to directly ask the minister responsible for the jamboree. Then, candidate Kim Haeng resigned midway, and it was not until November that the opportunity to question Minister Kim Hyun-sook came in earnest. Democratic Party members only raised their voices but did not reveal anything new. Minister Kim also said, “It is as we have already apologized. He passed it off as “I expressed my intention to resign.”

▷What fate will the Ministry of Gender Equality and Family face? Although there remains a possibility of pushing for abolition, it is unclear whether the law will be revised smoothly after the general election. We don’t know who will win the general election. Even if the People Power Party wins, if the Democratic Party opposes it like it does now, it may have to wait for about a year. Under the US regime, Minister Kim returns to his position as a professor at Soongsil University. After all, the start of the semester in March is just around the corner. The decision to dismiss the member of the State Council and the head of a controversial ministry is one I hope is not influenced by the lecture schedule for the first semester.
