The team of the Ombudsman of the Kyrgyz Republic asks to consider the competence of Abdrakhmatova

A former employee of the central office of the Ombudsman (Akyikatchy) of the Kyrgyz Republic, Azim Akmatov, at a press conference at the Kabar agency, speaking on behalf of the entire team, asks to consider the competence of the Ombudsman Atyr Abdrakhmatova.

According to him, with the advent of Abdrakhmatova to the position of ombudsman, an unhealthy working environment has developed in the team, which negatively affects the work of the country’s main human rights body.

Thesis of what the Ombudsman is accused of:

– Failure to perform job duties

She came to work at 3-4 o’clock in the afternoon or did not come at all. At the same time, she did not transfer her powers to consider applications, appeals and complaints of citizens and organizations. As a result, applications accumulate and are not considered for months;

– Violation of the labor code

If she came to work, the team had to work until late at night, which is a violation of the norm of working hours. In addition, employees are required to report on their every step, employees in the old-fashioned way have to sign in the journal when entering and leaving the building of the ombudsman’s office, while at the entrance there is a turnstile that records everything anyway;

– Providing false information

Abdrakhmatova’s statements that the Prosecutor General’s Office of the Kyrgyz Republic conducted two checks and did not reveal any violations in her activities are a complete lie. The tests were completely different. These were semi-annual checks on executive discipline;

– Pressure on representatives of an independent interdepartmental commission

At the request of the employees of the central office, an interdepartmental commission was created, consisting of representatives of 7 state bodies. As a result of the inspection, the commission revealed the following violations: illegal dismissal of employees, pressure on employees and violations of executive discipline. However, being dissatisfied with this decision, Abdrakhmatova appealed to the Prosecutor General’s Office with a complaint about the work of the interdepartmental commission. After almost all the employees were called in for questioning;

– Misappropriation of funds from the state budget

If Abdrakhmatova was invited to seminars abroad at the expense of the organizers, she still took money for supposedly accommodation, meals and per diems.

Recall, on April 19, deputies of the Jogorku Kenesh heard the annual report on the results of the activities of the Ombudsman of the Kyrgyz Republic Atyr Abdrakhmanova. As a result, the report was not taken into account and the question of the resignation of the main human rights activist of the country was raised.

It should be noted that on the basis of Article No. 7 of the Law of the Kyrgyz Republic “On the Ombudsman”, the powers of the Ombudsman and his deputies are prematurely terminated if the annual report of the Ombudsman is not approved by the Jogorku Kenesh.
