According to the explanatory note, through the liberalization of energy prices as a measure imposed at the international and European level, an unprecedented increase in the price of electricity, natural gas, and fuel was generated, which had an impact both on the increase in the prices of public utilities for the population, as well as on the increase in the prices of consumer goods, mainly causing a decrease in purchasing power with a significant impact on the population’s living standards.
The crisis of the war in Ukraine determined in turn a strong impact on the prices of consumer goods, since Ukraine is a large producer and exporter of grains for the European Union, and with the outbreak of the war, these imports, especially grains, decreased significantly so that the impact on the price of consumer goods intended for the population was a significant one.
“By not adopting concrete and quick measures, the targeted categories of people would become even more vulnerable by reducing their purchasing power, with a significant impact on the living standards of the population and by amplifying the risk of extreme impoverishment,” the document states.
