Torreón residents looking to settle historical municipal debts now have a wider net of payment windows stretching far beyond traditional city hall cashiers.
The municipal administration launched a fiscal stimulus program eliminating 100% of fines and surcharges on property tax, paving, and public cleaning fees, El Siglo de Torreón reported. Originally synchronized with national commercial promotions, local officials extended the initiative to run through Nov. 30, 2026.
Taxpayers can bypass municipal offices by heading straight to major retail chains. PostaMx reported that participating supermarkets include Soriana, Walmart, Bodega Aurrera, and Al Súper. Convenience stores and pharmacies such as OXXO, Seven, CBMAS, Circle K, Extra, Punto +, One Stop, Farmacias Benavides, and Farmacias El Ahorro are also processing these payments.
Municipal Treasurer Javier Lechuga Jiménez Labora explained that the discount strictly targets accumulated penalties and surcharges. The underlying base amount of the property tax remains unchanged.
The program applies exclusively to physical persons, leaving commercial and industrial accounts outside the scope of the current relief measures. Senior citizens, pensioners, and retirees continue to receive their standard 50% discount on regular property taxes, which can now be combined with the complete elimination of past-due penalties.

To curb lines at municipal offices, the Treasury is encouraging residents to use online resources. Property owners can enter their cadastral key on the official Torreón municipal website to review balances and download updated statements.
Traditional payment locations remain active at the municipal presidency and the Antiguo Banco de México. The Treasury noted that select credit cards offer interest-free monthly installment plans for those settling accounts.
