Since the reform of the DPE, on July 1, 2021, its calculation includes five energy consumption items, compared to three previously: “In addition to the heating mode and the domestic hot water and cooling systems, there are lighting and ventilation”, indicates Julien Abhervé, info-energy adviser within theAlec Saint-Brieuc. “The estimate is much finer”.

In addition, the energy class thresholds have been revised, sometimes downwards and sometimes upwards. Thus, a property previously classified B from the point of view of energy consumption can now be classified A, with a threshold raised to 70 kWh/m2/year instead of 50 for this category. Similarly, more homes may also find themselves classified G (thermal sieve), the threshold dropping from 450 kWh/m2/year to 420.

Finally, the new DPE label incorporates greenhouse gas emissions, and it is the worst ranking that makes the final score. “Thus a house equipped with a clean heating system but very badly insulated will be badly classified”.

2 Is it normal to have a blank ECD?

“Yes, it’s still possible, but not for very long,” says Julien Abhervé. “This is due to the calculation method of the old DPE for buildings built before 1948 and apartments after 1948 with collective heating without individual metering. It was done on the basis of invoices for the last three years. When the real estate diagnostician could not have access to this data, for example in the case of a dwelling vacant for too long, he returned a blank DPE”.

If this method has been abandoned, because it only reflected the consumption habits of the occupants and not the thermal characteristics of the dwelling, the DPEs carried out between January 1, 2018 and June 30, 2021 remain valid until December 31, 2024. ‘Alec can make an assessment,’ points out the thermal engineer who recognizes ‘a lack of information for the purchaser’.

3 Saint-Brieuc in the national average

“In terms of ECD, the housing stock of Saint-Brieuc is within the national average, namely D. It is not catastrophic”. In all cases, the heating engineer invites purchasers to read the complete DPE file in detail, with its work recommendations.

For him, the priority, before looking at the heating method, is insulation. “It is better to have a house that is partially or not insulated, rather than a property that is moderately insulated everywhere, because it will be more difficult to make up for it”. Insulation of walls, attics, floors, the nature of the material, the thickness, everything counts. “For example, 5 cm of polyurethane in a wall is not enough. This is often the fault of the houses of the 2000s, ”he illustrates. Other points of vigilance, according to him, are airtightness and ventilation, “still a little neglected”.

4 Should we run away if the property is classified Crazy G?

“Not necessarily”, underlines the thermal engineer. “Even if we can clearly see that what was not a blocking point two years ago is becoming a subject of concern for buyers. There are always solutions”. This, subject to work and finance, of course. “You also have to tell yourself that there will be a return on investment in doing them. And there is a real awareness of that.”

For the thermal engineer, for example, with the same level of insulation, to choose between a house equipped with electric radiators and another equipped with a central heating system that runs on gas or fuel oil (therefore very poorly classified on greenhouse effect), do not hesitate. “The best is the second. It will be easier to replace it with a more ecological system”.
