Intelligence sources of the Directorate against Terrorism (Dircote), consulted by The Republic reported that “Carlos” was one of the most outstanding students of “Alipio”, who was in charge of the military training of the new generations of the narco-terrorist organization Militarized Communist Party of Peru (MPCP).
“Comrade ‘Carlos’ is from the first generation of MPCP combatants, whose military training was in charge of comrade ‘Alipio’. That first promotion was so important, which was also made up of the sons of comrades ‘José’ (Víctor Quispe Palomino) and ‘Raúl’ (Jorge Quispe Palomino). Given his experience in these types of attacks, it is very likely that he was behind the planning and execution of the ambush,” the sources explained.

The sources told this newspaper that comrade “Carlos” was identified by former members of the MPCP who collaborate as informants for the anti-terrorist forces, as a “military command” that had risen positions in recent years, due to the precision of its plans and the ruthless way of carrying them out.
According to police sources who were at the scene, on both sides of the highway where the attack took place, there was evidence that the criminals remained for several days waiting for the van with the police contingent to pass through. In addition, they concluded that the subjects had “regulated” the movement of the troops from the Natividad Police Station, and knew that on Friday mornings they routinely went out to buy groceries.
They also detected that the truck received more than 50 projectile impacts. Because of the casings found at the deadly site, the narcoterrorists used Galil rifles and, to a lesser extent, AKMs.

“Precisely, according to the informants, the Israeli-made Galil rifle is the favorite of comrade ‘Carlos’ and he is known for his skill with that weapon,” the sources indicated.
“It is not ruled out that the Galil carried by ‘Carlos’ was stolen from the Army, when it was commanded by comrade ‘Alipio’, who trained it militarily in terrorist activities,” added the Dircote intelligence sources.
Testimonies from ex-senderistas affirm that “Alipio” taught his pupils to humiliate the enemy. When his students were minors, he took them to witness the ambushes of the police and military. And he taught them to finish off the wounded, as happened in the Tintay Punco massacre on October 10, 2008. On that occasion, 12 soldiers were executed. Comrade “Carlos” was probably there. The truth is that the police officers wounded in Natividad were also searched by the narco-terrorists.

In May 2022, La República revealed secret reports from the General Intelligence Directorate of the Ministry of the Interior (Digimin), dated between January and the aforementioned month, which reported the increase in narcoterrorist activities in the valley of the Apurímac rivers, Jan. and Mantaro (Vraem), and the increasingly notorious involvement of drug traffickers in attacks on security forces. Digimin proposed reinforcing intelligence work and actions to neutralize the 123 armed individuals that the MPCP has.
Between 11 and 17 2022, the Joint Command of the Armed Forces (CCFFAA), executed Operation Patriot that managed to discover and disrupt the nerve center of the criminal activities of the head of the MPCP, comrade “José”. However, no major command was captured.
The last successful operation occurred almost a decade ago, on August 11, 2013, during the government of Ollanta Humala, when a special team deployed an intelligence plan that allowed the location and elimination of two of the most important military commanders in the MPCP: comrades “Alipio”, Alejandro Borda Casafranca, and “Jorge”, Marco Antonio Quispe Palomino, brother of the comrade leader “José”.

VRAEM police sources told La República that comrade “Carlos” leads an armed column, whose area of action is on the left bank of the Ene River, specifically in the area of the Vizcatán del Ene district (Satipo province, Junín). .
In order to attack the police, he had to cross to the right bank of the Ene, and follow the road to the Apurímac River, in the vicinity of which are Natividad, where the police station is located, and Puerto Cocos, which is the place where they were going. the troops to buy fish and other food.
The aforementioned DIGIMIN reports indicated that in order to eliminate the MPCP it was important to win over the population, particularly those engaged in the illegal cultivation of coca leaves.
These people consider the narco-terrorists of the MPCP as their defenders, because both survive on the resources obtained from the criminal circuit of drug trafficking. That explains the Natividad massacre.

According to documents seized from members of the Militarized Communist Party of Peru (MPCP), since 2021, the criminal organization has fulfilled an action plan with defined objectives until 2026.
The purpose of Comrade ‘José’ is to increase the firepower of the MPCP until “conquering power” in 2048.
